Brent Weisner <br />Tax Collector, Cabarrus County <br />You are hereby authorized, empowered, and commanded to collect the 2014 <br />property taxes filed in the office of the Cabarrus County Tax Assessor, and <br />in the receipts herewith delivered to you, in the amounts and from the <br />taxpayers likewise set forth. Refund <br />report is a summary sheet which lists data from each refund request form, <br />along with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105 -381. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System (NCVTS), motor vehicle - related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the June 2014 Refund- Release <br />report, along with the NCVTS Refund report, as submitted and granted <br />authority to the Tax Collector to process the refunds and releases. The <br />report is hereby incorporated into the minutes by reference and is on file <br />with the Clerk to the Board. <br />NEW BUSINESS <br />(G -1) Finance - November 2014 General Obligation Bond Referendum - Public <br />Hearing 6:30 P.M. <br />Ann Wilson, Finance Director, advised there is a five -part process for <br />each bond issue. 1) Hold a public hearing, 2) Vote on the Bond Order, 3) <br />Authorize publication of the Bond Order, 4) Call for the Referendum on the <br />Bond Order, and 5) Adopt a Reimbursement Resolution for the project. <br />Chairman Poole opened the public hearing at 8:20 p.m. The Public <br />Hearing Notice was published on June 20, 2014 in The Independent Tribune. <br />The Public Hearing Notice was also posted on the County's website <br />( www.cabarruscounty.us ) on June 20, 2014 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />Dr. Rod Townley, Rowan- Cabarrus Community College (RCCC) Academic Vice <br />President, 1531 Trinity Church Road in Concord, expressed support for the <br />November 2014 General Obligation Bond Referendum citing the need for more <br />space for technology classes in order to produce a productive workforce for <br />the community. <br />
