He stated, in his opinion, the college, his peers and the <br />community is worth the investment. <br />Janet Spriggs, RCCC Chief Financial Officer, 1531 Trinity Church Road <br />in Concord, expressed support for the November 2014 General Obligation Bond <br />Referendum. She advised community college graduates are a benefit to the <br />community and the iocal work force. <br />There was no one else present to address the Board; therefore Chairman <br />Poole closed the public hearing. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board adopted the Order Authorizing <br />$9,000,000.00 in Community College Bonds. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the Resolution Calling for a <br />Special Bond Referendum on November 4, 2014. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board authorized the publication of the bond <br />orders as adopted. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer <br />and unanimously carried, the Board authorized the publication of notice of <br />the bond referendum. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board adopted the Resolution Declaring Official <br />Intent to Reimburse Expenditures with Proceeds of Debt Pursuant to United <br />States Department of Treasury Regulations. <br />Resolution No. 2014 -17 <br />At 8:20 p.m., the Chairman convened a public hearing with respect to <br />the bond order introduced before this Board on June 16, 2014, concerning the <br />issuance of $9,000,000 General Obligation Community College Bonds of Cabarrus <br />County pursuant thereto. After discussion as summarized in Exhibit A, the <br />hearing was closed at 8:28 p.m. <br />After consideration of the public hearing, Commissioner Measmer, moved <br />to approve the adoption of the bond order entitled: <br />ORDER AUTHORIZING <br />$9,000,000 GENERAL OBLIGATION COMMUNITY COLLEGE BONDS <br />Commissioner Oesterreich seconded the motion and the bond order was <br />passed and adopted by the following vote: <br />Ayes: Chairman Elizabeth F. Poole; Vice Chairman Larry M. Burrage and <br />Commissioners Christopher A. Measmer, Stephen M. Morris and Jason A. <br />Oesterreich <br />Nays: [None.] <br />Not Voting: [None.] <br />Chairman Elizabeth F. Poole introduced the following resolution, and <br />its title was read: <br />RESOLUTION CALLING FOR REFERENDUM ON ORDER AUTHORIZING $9,000,000 <br />GENERAL OBLIGATION COMMUNITY COLLEGE BONDS, PROVIDING FOR NOTICE <br />OF SUCH REFERENDUM AND PUBLICATION OF BOND ORDER AS ADOPTED <br />WHEREAS, the Board of Commissioners of the County of Cabarrus, North <br />Carolina (the "Board ") has today adopted a bond order entitled `ORDER <br />AUTHORIZING $9,000,000 GENERAL OBLIGATION COMMUNITY COLLEGE BONDS;" and <br />WHEREAS, N.C.G.S. §159 -58 provides for publication of the bond order as <br />adopted; and <br />
