August 4, 20I4 (Work Session) Page 2233 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 4, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:C3 p.m. <br />Approval of Agenda <br />Commissioner Morris MOVED to approve the agenda as presented. Vice <br />Chairman Burrage seconded the motion. <br />Commissioner Oesterreich requested the addition of "Active Living and <br />Parks Department - Department Ordinance Related to NCGS 14- 415.23" to the <br />Agenda. He stated the item regarding the park ordinance and firearms has not <br />been addressed since it was previously tabled and advised the ordinance should <br />be made consistent with state laws. <br />Following a brief discussion, Commissioner Morris amended his MOTION to <br />include the addition of the parks firearms ordinance. Vice Chairman Burrage <br />amended his second to the motion and the MOTION unanimously carried. <br />Discussion Items - No Action <br />Cardinal Innovations Healthcare Solutions - 2014 FYTD Dashboard Report for <br />Mental Health, Intellectual /Developmental Disabilities and Substance Abuse <br />Services <br />Anna Yon, Executive Director, Cardinal Innovations Healthcare Solutions, <br />presented the FY 2013 -2014 Dashboard Report for Mental Health, <br />Intellectual /Developmental Disabilities and Substance Abuse Services. <br />The report included the following information: <br />• Cabarrus County Funding <br />• Number of Consumers Served by Funding <br />• Registry of Unmet Needs for Cabarrus County <br />• Number of Consumers Served and Expenses by Service Category <br />• Consumers Served and Cost of Services <br />• Number of Consumers Served and Payments <br />• Detailed Services by Provider and Number of Consumers Served <br />Ms. Yon pointed out an error in the report as a result of the hospital's <br />name change and advised the corrected report will be forwarded to the Board. <br />She also responded to a variety of questions from the Board. <br />Discussion Items for Action at August 18, 2014 Meeting <br />BOC - Dissolution of the Council for a Sustainable Local E <br />Mike Downs, County Manager, reported that at the last meeting of the <br />Council for a Sustainable Local Economy, all but one member resigned. Per the <br />FY 2015 budget, as of June 30, 2014, funding for the Council was eliminated. <br />He requested the Board adopt the resolution to officially dissolve the <br />Council. <br />In response to a question from the Board, Mr. Downs advised no <br />objections to the dissolution of the Council have been received from the <br />public. <br />BOC - NCACC Solicitation of County Legislative Goals Proposals for 2015 - 16 <br />Biennium <br />
