August 4, 2014 (Work Session) Page 2134 <br />Mike Downs, County Manager, advised information from the NCACC (North <br />Carolina Association of County Commissioners) concerning the submission of <br />legislative goals for the 2015 -2016 biennium is included in the Agenda for the <br />Boards' review. He requested the Board e -mail suggestions and the list would <br />be updated and included in the August or September Agenda. <br />Later in the meeting, when.discussing the placement of Agenda items, the <br />Board moved this item to the September work session. <br />Commissioner Oesterreich referred to the resolution regarding the impact <br />of categorical eligibility adopted by the Board in May and requested the <br />addition of reinstating the asset test as well as more reasonable income <br />limits for issuance of food stamps to the list. <br />Chairman Poole advised Board members to send any other suggestions to <br />the County Manager to be added to the list for the Boards' consideration. <br />County Manager - Authorized Signer on the County Bank Account with SunTrust <br />Bank <br />Pam Dubois, Deputy County Manager, advised effective July 25 Ann <br />Wilson transferred from the Finance Department to the Department of Human <br />Services. Susan B. Fearrington was named Interim Finance Director. M.S. <br />Dubois stated SunTrust bank needs official notification from the Board to <br />change the authorized signer on the County's bank accounts as soon as possible <br />in order to continue the pre -audit certification and bond. She further stated <br />the bank has requested a letter be signed by the Chairman indicating the Board <br />is aware of this change. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the change to Susan B. Fearrington <br />as the official staff signature on the SunTrust Bank Accounts. <br />Finance - General Fund Contribution to School Construction Fund - $3,924,112 - <br />Tabled from July <br />The Board discussed the placement of this item on the Agenda. It was <br />the consensus of the Board to move this item to the September work session <br />when the Board approves the placement of agenda items for the August regular <br />meeting. <br />Finance - Reallocation of Funds for School Roofing and School Projects - <br />$2,738,950.49 - Tabled from Julv <br />The Board discussed the placement of this item on the Agenda. It was <br />the consensus of the Board to move this item to the September work session <br />when the Board approves the placement of agenda items for the August regular <br />meeting. <br />Richard Koch, County Attorney, advised information has been received <br />from the schools but not yet reviewed. <br />Finance - Reappropriation of Funds for Ongoing Projects <br />Susan Fearrington, Interim Finance Director, presented the following <br />information relating to the reappropriation of funds for ongoing projects and <br />responded to questions from the Board. <br />Each year, there are projects that need to be transitioned to the <br />new fiscal year when they are unable to be completed within the <br />fiscal year for which they were budgeted. A reappropriation of <br />funds, via fund balance, is needed to transition the projects to <br />the new fiscal year. <br />Human Services - Community Transportation Service Plan Resolution <br />Ben Rose, Human Services Director and Bob Bushey, Transportation <br />Manager, presented the following information relating to a community <br />transportation service plan resolution. <br />The North Carolina Department of Transportation requires community <br />transportation systems to engage in a strategic planning process <br />
