Cabarrus County <br />Division of Transportation has properly budgeted the required <br />match for the planning process. The Division requests the <br />adoption of the required resolution authorizing the County Manager <br />to engage in a contract with the Department of Transportation to <br />conduct the planning process. <br />A discussion ensued. Items addressed included: how steering committee <br />members will be chosen; public meetings will be held to receive input from the <br />public; etc. James Linn, Mobility Specialist, was also in attendance. <br />Infrastructure and Asset Management - Emergency Hydrants for Northeast <br />Volunteer Fire Department <br />Jonathan Marshall, Infrastructure and Asset Management Director, <br />presented the following information relating to emergency hydrants for the <br />Northeast Volunteer Fire Department. <br />At the November 2013 work session and regular meeting, the <br />Commissioners were presented a proposal for the installation of <br />emergency fire hydrants in the Northeast Volunteer Fire District. <br />The Board of Commissioners, by consensus, directed staff to pursue <br />the planning and installation of two emergency hydrants at an <br />estimated cost of $20,000.00 per hydrant. Discussion and planning <br />for this project has continued including proposed design and <br />installation changes from Northeast VFD that would reduce the per <br />hydrant cost and permit additional installations as well as <br />possible fire sprinkler service to the VFD building. The SOC <br />consensus included a possible cost of $40,000.00 and this request <br />is for a budget amendment to move those funds from contingency to <br />a multi -year fund for the planning, engineering and construction <br />of this project. <br />Mike Downs, County Manager, advised the Board agreed to two hydrants, <br />however, the cost may have decreased since it was initially brought before the <br />Board. He stated the VFD would prefer three fire hydrants. He asked for the <br />Boards' approval of three fire hydrants if they could be purchased for the <br />$40,000.00. <br />Commissioner Morris expressed approval for the installation of three <br />fire hydrants. He also inquired about issues regarding the right -of -way <br />acquisition for the fencing. <br />Mr. Marshall stated the Cities of Concord and Kannapolis removed the <br />fencing requirement which reduced the cost of the project and the need to <br />purchase additional right -of -way. <br />Infrastructure and Asset Management - Union Street South Upset lid Process <br />As an update on the Union Street South upset bid process, Jonathan <br />Marshall, Infrastructure and Asset Management Director, reported no upset bids <br />were received by the August 4, 2014, 4:00 p.m. deadline. He stated the <br />$6,000.00 bid received from Rinker Commercial Properties, representing Bright <br />Parsun LLC, is the high bid. He advised this will be on the August 18, 2014 <br />Agenda for the Boards' consideration. If approved, he would request the <br />County Manager and County Attorney be given authority to complete the <br />transaction. <br />Veterans Services - Request to Join as a Commemorative Partner for the Vietnam <br />War Commemoration <br />In commemoration of the 50 Anniversary of the beginning of the Vietnam <br />War, Tim Tereska, Veterans Services Director, requested Cabarrus County become <br />a Commemorative Partner and assist in thanking and honoring Vietnam veterans <br />and their families. At the Boards' request, he agreed to complete the <br />required paperwork and spearhead the related events. <br />Discussion of Ordinance Regarding Carrying of Firearms at County Parks <br />Due to changes in state ordinances, Commissioner Oesterreich requested <br />the county revise its ordinance regarding the carrying of firearms at county <br />parks. He advised this was tabled previously and never brought back before <br />
