He stated his preference for the County's <br />ordinance to be consistent with the State's. <br />Londa Strong, Active Living and Parks Director, advised there is an <br />additional part to the law that allows the prohibition of concealed carry in <br />three areas. The areas where concealed carry can be restricted are: pools - <br />including the attached amenities; recreation facilities - including areas with <br />gymnasiums; and athletic facilities - including bleachers, restrooms, <br />concession areas and parking areas in close proximity. <br />A discussion ensued. Issues addressed included: consistency with the <br />municipalities; signage; adding this item to the August regular meeting <br />agenda; etc. <br />Commissioner Oesterreich requested information regarding which county - <br />owned properties allow and which ones prohibit concealed carry. <br />Discussion of School Nurses <br />Chairman Poole MOVED to add the addition of a discussion of school <br />nurses to the Agenda. Commissioner Morris seconded the motion and the MOTION <br />unanimously carried. <br />Chairman Poole referred to a recent article about school nurses <br />published in The Independent Tribune. At her request, Chairman Poole stated <br />Pam Dubois prepared a spreadsheet of the shortfall based on the proposed hours <br />for school nurses. <br />Pam Dubois, Deputy County Manager, advised in reconciling the numbers, <br />there was a $164,905.00 shortfall in funding school nurses. She stated the <br />correct numbers were not given to staff last year, which resulted in a <br />shortfall of what the county would have funded to cover the nine extra days <br />and one extra hour per day. <br />Chairman Poole advised, in her opinion, adding $164,905.00 for the <br />school nurses would benefit the schools. <br />Commissioner Oesterreich expressed opposition for additional funding for <br />school nurses. <br />A discussion ensued. Issues addressed included: the role of the school <br />nurse; the error in last year's numbers resulted in a shortfall of <br />$164,905.00; Cabarrus Health Alliance funding and last year's one -time funding <br />amount; the nine extra days for training for school nurses; a bill recently <br />passed in the short legislative session requiring schools to provide EpiPens <br />on site; etc. <br />Commissioner Measmer expressed opposition to additional funding for <br />school nurses citing mismanagement of funds. <br />Discussion continued. During discussion, Ms. Dubois stated she would <br />provide the spreadsheet to the Board. <br />Commissioner Morris expressed support for providing additional funding <br />for school nurses. <br />Chairman Poole stated her reason for requesting discussion on this item <br />being the reduction of hours for the school nurses. <br />Commissioner Cesterreich expressed support for suspending the Rules of <br />Procedure to allow the Board to vote on this issue. <br />Vice Chairman Burrage expressed support for providing additional funding <br />for the school nurses_ <br />Commissioner Oesterreich reiterated his opposition to the additional <br />funding for the school nurses. <br />Discussion continued. <br />UPON MOTION of Commissioner Oesterreich, seconded by Commissioner Morris <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />
