August 18, 2014 (Regular Meeting) Page 2140 <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2414 -70 <br />A PROCLAMATION <br />CHILD SUPPORT AWARENESS MONTH <br />WHEREAS, the welfare of our children is the most important responsibility we <br />have as parents. A child should be able to depend on support from both <br />parents; and <br />WHEREAS, children who do not receive adequate financial and emotional support <br />from both parents may experience greater difficulty in becoming healthy, <br />happy, and productive citizens of this County. In such cases, the taxpayers <br />of this County support the children whose parents fail to meet this <br />responsibility; and <br />WHEREAS, many concerned and dedicated judges, district attorneys, clerks of <br />court, sheriff's personnel and child support professionals work to provide <br />this service to Cabarrus County's children ... our future; <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim the month of September as Child Support <br />Awareness Month in Cabarrus County and urges all parents who are currently <br />under court order to regularly pay their child support. <br />Adopted this the 18" day of August, 2014. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:43 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with members of the Concord Police Department. He also <br />provided copies to the Board of a letter he received from the Concord Police <br />Department in response to his complaint regarding actions of a Concord Police <br />Sergeant on July 11, 2014. <br />Kim Ragan, resident of 4673 Judge Place NW in Concord and school nurse <br />supervisor, presented statistics of services students received from the <br />school nurse program and spoke in support of school nurses being in schools <br />the entire school day. <br />Kim Helms, resident of 5307 Ledbetter Ford Road in Oakboro and nurse <br />for Cabarrus County Schools, expressed support for funding nurses in each <br />school for the full instructional day. <br />Alice Luttman, resident of 4804 Shadow Pine Drive in Charlotte and <br />nurse for Cabarrus County Schools, expressed support for funding nurses in <br />each school for the full instructional day. <br />Kathy Kiwacka, resident of 533 Brownlee Drive in Concord and teacher <br />with Cabarrus County Schools, expressed support for funding nurses in each <br />school for the full instructional day. <br />Linda Palka, resident of 8747 Oldenburg Drive in Mt. Pleasant and <br />teacher with Cabarrus County Schools, expressed support for the school nurse <br />program. She was accompanied by her son, who experienced a life- threatening <br />asthma attack two years ago while at school. She credited the school nurse <br />for saving his life and urged the Board to fund nurses for each school for <br />the full instructional day. <br />Deena Bost, resident of 2900 Nellie Beaver Road in Mt. Pleasant, <br />reiterated the previous comments, urging the Board to provide funding for <br />school nurses in each school for the full instructional day. <br />In regards to the proposed ordinance related to NCCS 14- 415.23 on the <br />Agenda, Ronnie Long, resident of 75 Hillcrest Avenue SE in Concord, spoke in <br />
