August 18, 2014 (Regular Meeting) Page 2141 <br />support of the second amendment and licensed concealed carry for safety and <br />self- defense. <br />William Morris, III, resident of 1440 Duckhorn Street in Concord, <br />expressed support for the proposed ordinance to amend Chapters 46 and 50 of <br />the Cabarrus County Code of Ordinances regarding concealed carry. He urged <br />the Boards' support. <br />Candi Mizell, resident of 5264 Fieldgate Court in Harrisburg and nurse <br />for Cabarrus County Schools, expressed support for funding nurses in each <br />school for the full instructional day. She recounted an instance when she <br />was able to save a student who was experiencing anaphylactic shock. She <br />urged the Boards' support. <br />Laura Bryant, resident of Mount Pleasant and school nurse, expressed <br />support for funding nurses in each school for the full instructional day. <br />She provided examples of essential medical care she provided at school and <br />urged the Boards' support. <br />Phil Hull, resident of 6307 Professional Boulevard in Harrisburg and <br />Principal of Patriot's Elementary School, expressed support for funding <br />nurses in each school for the full instructional day. <br />Vince Powell, resident of 8346 Pompano Road in Harrisburg, expressed <br />support for funding nurses in each school for the full instructional day. He <br />also commented on the need for improved communication between the Board of <br />Commissioners and the Board of Education. <br />Terry Luciano, resident of 5801 Dove Point Drive in Concord and parent <br />of a child with a chronic health condition, expressed support for funding <br />nurses in each school for the full instructional day. <br />Jennifer Hurlocker, resident of Concord and school nurse, expressed <br />support for funding nurses in each school for the full instructional day as <br />well as the additional training days. She also reported an instance in which <br />she administered life- saving medical care to a student. She urged the <br />Boards' support. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />E -1 Infrastructure and Asset Management - Union Street South Upset Bid <br />Process Update <br />Jonathan Marshall, Infrastructure and Asset Management Director, <br />advised Rinker Commercial Properties, representing Bright Parsun LLC, <br />submitted a request to purchase county -owned property at 86 Union Street <br />South. Cabarrus County followed the upset bid process, opening for upset <br />bids on July 23, 2014. Allowing for more than the minimum requirement of 10 <br />business days, the upset bid deadline closed on August 4, 2014 at 4:00 p.m., <br />by which time no upset bids were received, therefore completing the upset bid <br />process. He requested the Board award the Union Street South property to <br />Rinker Commercial Properties and authorize the County Manager and County <br />Attorney to finalize the transaction. <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board awarded the Union Street South property to <br />Rinker Commercial Properties, representing Bright Parsun LLC, and authorized <br />the County Manager and County Attorney to finalize the transaction and <br />execute the related documentation. <br />E -2 School Nurse Funding <br />Following a brief discussion, Vice Chairman Burrage MOVED to fund <br />$105,000.00 from the Contingency Fund to return the extra one hour a day to <br />the school nurses and request the Health Alliance to fund the additional nine <br />work days. <br />Mike Downs, County Manager, advised there are shortfalls on the funding <br />due to more nurses requesting health insurance this year. He stated this <br />will result in an additional $30,661.00 for health insurance and $10,252.00 <br />for unemployment. He further stated the total additional funding for the <br />additional one hour a day and the nine extra days would be $146,847.82 and <br />
