August 18, 2014 (Regular Meeting) Page 2145 WHEREAS, the Cabarrus County Manager is hereby authorized to enter into a contract with the Department of Transportation and execute all agreements and contracts with the North Carolina Department of Transportation, Public Transportation Division; NOW THEREFORE BE IT RESOLVED that Cabarrus County agrees to adopt the Community Transportation Service Plan (CTSP) upon its completion; and agrees to support and implement the plan's recommendations for growth and possibilities in accordance with the implementation schedule and timeline delineated in the plan and depending upon the availability of funding at the local, state and federal levels. Smit, Clerk to the Board (F -4) Infrastructure and Asset Management - Emer enc y Hydrants for Northeast Volunteer Fire Department At the November 2013 work session and regular meeting, the Board of Commissioners were presented a proposal for the installation of emergency fire hydrants in the Northeast Volunteer Fire District. The Board of Commissioners, by consensus, directed staff to pursue the planning and installation of two emergency hydrants at an estimated cost of $20,000.00 per hydrant. Discussion and planning for this project has continued including proposed design and installation changes from Northeast VFD that would reduce the per hydrant cost and permit additional installations as well as possible fire sprinkler service to the VFD building. The Board of Commissioners' consensus included a possible cost of $40,000.00 and this request is for a budget amendment to move those funds from contingency to a multi -year fund for the planning, engineering and construction of this project. Expenditures will include connection to a regional water line, hydrants, metering, hydrant locks and parking areas for fire tanker trucks. It is estimated that there will be 2 -3 hvdrant locations and possibly a water service line to the VFD building. UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris and unanimously carried, the Board authorized Cabarrus County to join the Vietnam War 50 Anniversary Commemoration through becoming a Commemorative Partner. (F -6) Tax Administration - Refund and Release Report= July 2014 Release report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation /tax amounts for outstanding levies in accordance with N.C.G.S. 105 -381. Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105 -381.
