September 2, 2014 (Work Session) <br />Page 2152 <br />19. Reinstate full funding for school growth based on Average Daily <br />Membership (ADM). <br />County Manager - NC Cooperative Extension Service Request for Special Leave <br />Pam Dubois, Deputy County Manager, presented a request to award a <br />proportional match for "Special Leave" for local Cooperative Extension <br />employees. She stated the State budget for FY 2014 -15 included an additional <br />40 hours of paid leave for State employees. Local Cooperative Extension <br />employees are compensated in part by the local jurisdiction. The Director of <br />County Operations, Sheri Schwab, has requested action by the local <br />jurisdictions to either choose to award the local proportional share of the <br />awarded leave or not. She advised local Cooperative Extension employees are <br />not eligible for any additional compensation that the Board of Commissioners <br />awards County employees. Due to the deadline to submit the form, she <br />requested the Board suspend its Rules of Procedures and take action tonight. <br />She also responded to questions from the Board. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board agreed to award the proportional match for <br />the "Special Leave ". <br />County Manager - Request to Standardize Library Hours of Operations across all <br />Four Branches <br />Pam Dubois, Deputy County Manager, presented a request to standardize <br />Library hours of operation across all four branches. She advised due to the <br />reduction in force and recent resignations, staff is proposing to reduce the <br />hours at the Concord branch by six hours per week and the Kannapolis branch by <br />four hours per week. She said this will make all four branches' hours of <br />operation equal, will allow for better use of part -time workers and will <br />prevent other staff members from having to work lunches on Saturdays in order <br />to relieve Saturday staff for lunch breaks. In addition, she stated if the <br />resignations continue, staff may need to come before the Board with an <br />alternative plan. <br />Mike Downs, County Manager, stated it has become a struggle to keep the <br />remaining employees within their hours, at a reasonable amount of over -time <br />hours and keep the branches open. A discussion ensued. During discussion, Ms. <br />Dubois and Mr.. Downs responded to questions from the Board. <br />The proposed schedule for all Library locations is as follows: <br />Monday - Thursday 9:00 a.m. - 7:00 p.m. <br />Saturday 9:00 a.m. -- 1:00 P.M. <br />This only results in a reduction of 10 hours system -wide <br />Concord Library hours are reduced by 6 hours per week, from 50 to 44. <br />Kannapolis hours are reduced by 4 hours, from 48 to 44. <br />Harrisburg and Mt. Pleasant would have no reduction in hours. <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board suspended its Rules of Procedures to take <br />action on this item due to time constraints. <br />Board. <br />A discussion ensued with Ms. Dubois responding to questions from the <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the new library hours of operation <br />schedule for all branches. <br />A brief discussion ensued regarding the number of resignations. Ms. <br />Dubois advised a report from the exit interviews would be sent to the Board <br />when available. <br />County Manager - Request. to Transfer Funds for the Northwest Elementamy School <br />Construction Project <br />Kelly Kluttz, Cabarrus County Schools (CCS) Chief Finance officer, <br />reported the Cabarrus County Schools Board of Education is requesting to move <br />funds categorically within the new school budget.
