September 2, 20114 (Work Session) Page 2154 <br />Infrastructure and Asset Management - Property Exchange <br />Note: This item was removed from the Agenda. <br />Planning and Development - HOME 2013 -2014 CAPER Report - Public Hearing 6:30 <br />P.M. <br />Kelly Sifford, Planning and Development Director, reported the county is <br />required to hold a public hearing annually at the end of the fiscal year for <br />the grant program for HOME (HOME Investment Partnerships Program). She stated <br />one unit was rehabilitated this year and three more went through the <br />qualification process for a total expenditure for all four projects of <br />$89,674.00. She said each year, staff is required to produce a CAPER <br />(Consolidated Annual Performance and Evaluation Report) report describing the <br />year's activities and to hold a public hearing. She also responded to <br />questions from the Board. <br />County Manager - Approval of Local Salary Increases Based on State- Approved <br />Budget for Public Schools and Community College <br />Pam Dubois, Deputy County Manager, reported the county was waiting on an <br />approved state budget in order to appropriately fund the local portion of <br />salaries and associated benefits for local school staff members. She stated <br />funds were put into the Contingency Fund to cover the local funding for staff <br />members at the schools. She advised that money was put into the Contingency <br />line item and after working with Kannapolis City Schools and Cabarrus County <br />Schools, their portion of the local funding positions is $399,954.00. She <br />further advised the budget revision takes that money out of Contingency and <br />places it in to the appropriate line items.
