Planning and Development - HOME 2013 -2014 CAPER Report - Public Hearing 6:30 P.M. Kelly Sifford, Planning and Development Director, reported the county is required to hold a public hearing annually at the end of the fiscal year for the grant program for HOME (HOME Investment Partnerships Program). She stated one unit was rehabilitated this year and three more went through the qualification process for a total expenditure for all four projects of $89,674.00. She said each year, staff is required to produce a CAPER (Consolidated Annual Performance and Evaluation Report) report describing the year's activities and to hold a public hearing. She also responded to questions from the Board. County Manager - Approval of Local Salary Increases Based on State- Approved Budget for Public Schools and Community College Pam Dubois, Deputy County Manager, reported the county was waiting on an approved state budget in order to appropriately fund the local portion of salaries and associated benefits for local school staff members. She stated funds were put into the Contingency Fund to cover the local funding for staff members at the schools. She advised that money was put into the Contingency line item and after working with Kannapolis City Schools and Cabarrus County Schools, their portion of the local funding positions is $399,954.00. She further advised the budget revision takes that money out of Contingency and places it in to the appropriate line items. Rowan Cabarrus Community College (RCCC) was unable to get their information completed and will be presented in October. In response to questions from the Board, Ms. Dubois stated the balance in Contingency after this budget revision will be $354.111.18; RCCC's estimated local funding is approximately between $11,000.00 and $12,000.00; and the remaining Contingency money is for charter school student funding after the second month ADM count.
