September 15, 2014 (Regular Meeting) Page 2156 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 15, 2014, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Chairman Poole called the meeting to order at 6:31 p.m. <br />The Air Force JROTC from Jay M. Robinson High School conducted the Flag <br />Ceremony. Students participating were: Allison Rissew, Cadet Second <br />Lieutenant; Noah Hawes, Cadet Master Sergeant; Tyler Forgette, Cadet Major; <br />Andrew Huffman, Cadet Major; and Kelli Brown, Cadet Captain. <br />Dr. Tommy Steele, Senior Pastor, from New Life Baptist Church in <br />Concord delivered the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the minutes of May 29, 2C14 <br />(Recessed Meeting), June 2, 2014 (Work Session), June 16, 2014 (Regular <br />Meeting), June 20, 2014 (Special Meeting), July 7, 2014 (Work Session), July <br />21, 2014 (Regular Meeting), August 4, 2014 (Work Session), August 18, 2014 <br />(Regular Meeting) and September 2, 2014 (Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Revised - Approval of Meeting Minutes <br />A -1 June 20, 2014 (Special Meeting) <br />Removed - Closed Session <br />L -1 Closed Session - Economic Development <br />Vice Chairman Burrage requested F -3 (County Manager - Request to <br />Transfer Funds for the Northwest Elementary School Construction Project) be <br />moved to New Business for discussion. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the Agenda as <br />amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Constitution Week - Proclamation <br />Chairman Poole read the proclamation aloud. <br />Vice Chairman Burrage MOVED to adopt the Constitution Week <br />Proclamation. Commissioner Measmer seconded the motion <br />Commissioner Oesterreich announced this is also the 200 anniversary of <br />the Star Spangled Banner. <br />The MOTION unanimously carried. <br />Proclamation No. 2014 -11 <br />Constitution Week <br />Proclamation <br />WHEREAS, September 17, 2014 marks the two - hundred twenty - seventh <br />anniversary of the signing of the Constitution of the United States of <br />America by the Constitutional Convention; and <br />
