September 15, 2014 (Regular Meeting) Page 2157 <br />WHEREAS, it is fitting and proper to accord official recognition to <br />this magnificent document and its memorable anniversary; and <br />WHEREAS, it is fitting and proper to officially recognize patriotic <br />celebrations which will commemorate the occasion; and <br />WHEREAS, Public Law 915 guarantees the issuing of a proclamation each <br />year by the President of the United States of America designating September <br />17 through 23 as Constitution Week; <br />NOW, THEREFORE, we, the Board of Commissioners of Cabarrus County, <br />North Carolina, do hereby proclaim September 17 through 23, 2014 <br />Constitution Week <br />in the COUNTY OF CABARRUS and urge our citizens to reaffirm the ideals the <br />Framers of the Constitution had in 1787. <br />Adopted this the 15 of September, 2014. <br />/s/ Elizabeth F. Poole, Chairman <br />Board of Commissioners <br />(C -2) Planning and Development - Recognition of Planning and Zoning <br />Commission Member <br />Susie Morris, Planning and Zoning Manager, recognized Larry Ensley for <br />more than seven years of service to Cabarrus County as a member of the <br />Cabarrus Planning and Zoning Commission. She stated during his service on <br />the Planning and Zoning Commission, he served in the leadership roles of <br />Chair and Vice Chair and also participated on the Text Amendment Committee. <br />She further stated he also served as a mentor to new Commission members and <br />was involved in various land use plan activities. Mr. Ensley was unable to <br />be in attendance. <br />Recognition of Youth Council <br />Chairman Poole recognized members of the Cabarrus County Youth Council <br />in attendance. <br />(D) INFORMAL C014txENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 5:43 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with Concord City officials and members of the Concord Police <br />Department. <br />Carol Schmidt, resident of 67 Edgewood Avenue NE in Concord, and member <br />of the Library Board of Trustees, requested the Board consider changes to the <br />hours of operation for the libraries. <br />Allison Kitfield, resident of 192 Union Street North in Concord, <br />commented on how libraries benefit residents, including full -time workers, <br />the unemployed, students and the homeless. She urged the Board to reconsider <br />their actions. <br />Barbara Thiede, resident of 570 Wilhelm Place NE in Concord, commented <br />on benefits the libraries and librarians provide to the public. She urged <br />the Board to keep this in mind when making decisions. <br />David Hampton, resident of 2000 South Main Street in Kannapolis, <br />commented on the $3.9 million in budget cuts. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />
