Move to amend our county ordinance to allow concealed carry <br />on any and every area of property owned by or operated by <br />the county, with the exception of the courthouse, the <br />jail /sheriff's administrative facility, and the animal <br />control facility, or where the county is specifically <br />prohibited by law from allowing concealed carry, such as at <br />a public school. <br />The list of facilities where concealed carry shall be allowed <br />explicitly includes, but is not limited to, all parks, the arena, <br />the fairgrounds (all 52 weeks of the year), any library, the <br />governmental center and any other government building or <br />facility. <br />Chairman Poole requested clarification regarding section III "such as a <br />public school" as to whether it should include "public school events ". <br />A discussion ensued. Issues addressed included: what defines a school <br />event; school parks; school responsibility for signage during school events <br />at off - school locations; the motion should reference NCGS 14- 415.23; etc. <br />Commissioner Oesterreich amended his MOTION to include a reference to <br />NCGS 14- 415.23. <br />Commissioner Measmer seconded the MOTION and expressed his support for <br />concealed carry. <br />Discussion continued. Issues addressed included: concerns that the <br />county ordinance will not be consistent with the local municipal ordinances <br />and may inadvertently lead to breaking the law; county -owned parks operated <br />by municipalities would be ruled by their respective municipal ordinance; the <br />language for the updated ordinances; etc. <br />Richard Koch, County Attorney, advised, if the Board wishes, the exact <br />language of the ordinances could be presented at the next meeting to ensure <br />the ordinance language agrees with the Boards' motion. <br />The MOTION unanimously carried. <br />Ordinance No. 2 014 -23 <br />AN ORDINANCE AMENDING CHAPTER 46 OF <br />THE CABARRUS COUNTY CODE OF ORDINANCES <br />WHEREAS, the Cabarrus County Board of Commissioners is authorized from time <br />to time to amend the Cabarrus County Code of Ordinances. <br />WHEREAS, the Cabarrus County Board of Commissioners recognizes the need to <br />amend and add to the Cabarrus County Code of Ordinances and hereby adopts the <br />following changes to the Code. <br />NOW, THEREFORE, BE IT ORDAINED by the Cabarrus County Board of <br />Commissioners, after due consideration and in the best interest of its <br />citizens and property of the County, that: <br />Sec. 46 -4. - Possession of weapons on county property: exceptions. <br />(a) It is the express intent of this Section to permit lawful <br />possession of a concealed handgun on all County - -owned or operated real <br />property and buildings, except as prohibited by North Carolina law <br />(N.C. Gen. Stat. §14- 415.23). This would specifically allow possession <br />of a concealed handgun at the Cabarrus County libraries, the Cabarrus <br />County Arena and Events Center (including during the Cabarrus County <br />Fair) and the Cabarrus County Governmental Center. <br />(b) Possession of a concealed handgun is hereby prohibited at the <br />Cabarrus County Courthouse (N.C. Gen. Stat. §14- 269.4), the Cabarrus <br />County Sheriff's Administration and Detention Center (N.C. Gen. Stat. <br />§14- 415.11(c) (5), the Cabarrus County Animal Shelter (N.C. Gen. Stat. <br />
