It includes the following programs: <br />- Elderly and Disabled Transportation (EDTAP) <br />- Employment Transportation Assistance Program (EMPL) <br />- Rural General Public Program (RGP). <br />During FY 14, the State changed Cabarrus County's designation <br />from "Small Urban" to "Large Urban ". The result of this was some <br />of our clients were no longer eligible for our services. We have <br />revised our estimate of earnings for FY 15 and believe we will <br />earn approximately $15,000.00 less than the state has allocated <br />to us for the RGP program. By revising our request, we will <br />reduce the likelihood of a payback at year -end. <br />Commissioner Morris expressed support for the program, stating the <br />grant does not require a match from the county. <br />Chairman Poole advised a public hearing is required. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer <br />and unanimously carried, the Board scheduled a public hearing for the Rural <br />Operating Assistance Program (ROAP) FY -2015 Grant Acceptance for October 20, <br />2014 at 6:30 p.m, or as soon thereafter as persons may be heard. <br />Finance - Update of the Construction and Renovation Fund Budget, Pro <br />Ordinance and Related Budget Amendment <br />Susan Fearrington, Finance Director, presented the following update of <br />the Construction and Renovation Fund Budget, Project Ordinance and related <br />budget amendment. <br />Since the Construction and Renovation Fund is a multi -year fund <br />and is not included with the annual budget process, a yearly <br />review is completed to estimate the revenues that will be <br />received in the fund for communication tower lease payments. <br />Estimates of the FY15 lease payments are $80,000.00. In <br />addition, revenue ($57,035.50) was received from Mastec and <br />Sprint for their cost share in the repairs at the Mt. Pleasant <br />communications tower site. Also received from the repair work <br />was the sale of scrap metal ($1,222.00). These amounts total <br />$138,257.50 and are purposed for the purchase and replacement of <br />public safety communications equipment. <br />Through a budget amendment and revised Construction and <br />Renovation Project Ordinance this agenda item recognizes the new <br />estimated revenues and corresponding available equipment <br />expenditures. <br />Sheriff's Office - Award Bid to Hilbish Ford Motor Company for Six Ford Sedan <br />Police Interceptor Vehicles and Four Ford Utility Police Interceptor Vehicles <br />Chief Deputy Paul Hunt presented the following information relating to <br />a request to award a bid to Hilbish Ford Motor Company for six Ford Sedan <br />Police Interceptor Vehicles and ,four Ford Utility Police Interceptor <br />Vehicles. <br />
