December 2, 2014 (Work Session) Page 2214 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 1, 2014 at <br />6.15 P.M. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 6:42 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />Discussion Items for Action at December 15, 2014 Meeting <br />4.14 Sheriff - Contract for Subscriber as a Service with Motorola Solutions <br />for New Radios <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />BOC - NCACC Video U - Ddate <br />At the request of the North Carolina Association of County <br />Commissioners ( NCACC), the Board viewed a NCACC video update. <br />Discussion Items for Action at December 15, 2014 Meeting <br />BQC - Mount Pleasant Middle School Agency Agreement <br />David Burnett, Cabarrus County Schools, presented the following <br />information relating to the Mount Pleasant Middle School Agency Agreement. <br />The title for the Mount Pleasant Middle School property is <br />currently in the name of Cabarrus County. As such, the upcoming <br />middle school replacement project (construction and outfitting of <br />the new school) will receive sales tax reimbursements from the <br />state. <br />The Agency Agreement, among other items, allows for the County to <br />appoint the Board of Education (BOE) as its agent in connection <br />with the construction of the Mount Pleasant Middle School <br />Replacement Project. The BOE shall cause the Project to be <br />completed in accordance with the respective construction <br />documents and any applicable requirements of governmental <br />authorities and law. The County and the BOE agree that all <br />amounts received as refunds of State sales tax, with respect to <br />expenditures made in connection with the Project, will be <br />deposited as funds available for the acquisition and construction <br />of the Project. The BOE approved the Agency Agreement for this <br />site at their November meeting. <br />BOC - New Odell Grades 3 -5 Elementary School Agency Agreement and Title <br />Transfer <br />David Burnett, Cabarrus County Schools, presented the following <br />information relating to the New Odell Grades 3 -5 Elementary School Agency <br />Agreement and Title Transfer. <br />The title for the Odell Grades 3 -5 Elementary School property is <br />currently in the name of Cabarrus County Schools. Attached is a <br />Special Warranty Deed where the Board of Education (BOE) would <br />transfer the title to the "Old Odell School" property to the BOC. <br />By having the title of this property in the name of the county, <br />
