December 1, 2014 (Work Session) <br />Page 2215 <br />the project (construction and outfitting of the new school) will <br />receive sales tax reimbursements from the state. <br />The Agency Agreement, among other items, allows for the County to <br />appoint the BOE as its agent in connection with the construction <br />of the Odell Grades 3 -5 Elementary School Project_ The BCE shall <br />cause the Project to be completed in accordance with the <br />respective construction documents and any applicable requirements <br />of governmental authorities and law. The County and the BOE agree <br />that all amounts received as refunds of State sales tax, with <br />respect to expenditures made in connection with the Project, will <br />be deposited as funds available for the acquisition and <br />construction of the Project. The BOE has the title transfer and <br />the Agency Agreement for this site on its December agenda. <br />Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 15 -16 <br />Application for Funding <br />Dr. Jean Harvey, SRCAA (Salisbury -Rowan Community Action Agency, Inc.), <br />presented information regarding the application for the 2015 -2016 Community <br />Service Block Grant Application funding in the amount of $429,639.00 for <br />Rowan ($221,819.00) and Cabarrus County ($207,820.00). She stated this is <br />the third of three years the Agency has come before the Board. She advised <br />126 individuals were served last year and next year $53,000.00 will be used <br />for client services. She also responded to questions from the Board. Dione <br />Adkins, SRCAA, was also in attendance. <br />Chairman Morris advised no county money is involved. Per North <br />Carolina Code NCAC 97C.0111(8), the agency is required to submit the <br />application to the Board of Commissioners for review. <br />Sheriff - Contract for Subscriber as a Service with Motorola Solutions for <br />KT w Rarii nc <br />Chairman Morris announced an amendment to the Agenda. The "Sheriff - <br />Contract for Subscriber as a Service with Motorola Solutions for New Radios" <br />addition item on the Agenda will be addressed now in order to accommodate the <br />Sheriff. <br />Chief Deputy Paul Hunt presented the following information relating to <br />a contract for Subscriber as a Service with Motorola Solutions for new <br />radios. <br />The County currently has 525 radios for public safety in <br />operation. All of which will reach end of support in the coming <br />year. We have added money into the CIP to begin a gradual <br />replacement spread out over the next few years. in a joint <br />effort, Motorola has proposed ,Subscriber as a Service, which will <br />allow us to replace all radios at one time and spread the cost <br />out over the next six years to include maintenance and any other <br />service needs that would arise with the radio (subscribers) . As <br />a service, the county would not own the radios, but would pay <br />monthly for the use and service of the radios. This would allow <br />us to budget a consistent number for the next six years and allow <br />us to maintain the latest in technology after the first six -year <br />cycle by replacing the radios with new ones and repeating the <br />process for the next six years, with three cycles built into the <br />contract over eighteen years of replace and /or exit clauses. <br />When factoring in the appropriated money in the CIP, and our <br />current maintenance pricing, we would spend the same amount of <br />money doing it this way as we would if we implemented the gradual <br />approach to replacement. <br />Mike Downs, County Manager, stated the County Attorney and Motorola <br />have been crafting the agreement for several months. He advised this is an <br />opportunity to spread out the cost and receive all the radios upfront, with <br />maintenance included. He further advised Motorola is requesting the County <br />to commit to three six -year terms and with exit clauses included for both <br />parties. He pointed out that it is beneficial to approve the agreement in <br />December because Motorola's rates go up at the first of the year when they <br />typically adjust their fees. He suggested the Board consider this <br />opportunity over the next two weeks and place it either on New Business or <br />Consent for the regular meeting. <br />Chief Deputy Hunt stated of the 525 radios the county uses, 430 are <br />used by the Sheriff's Department, 75 by Emergency Medical Services (EMS) and <br />
