During discussion Pam Dubois, Deputy County <br />Manager and Chief Deputy Hunt responded to questions from the Board. Issues <br />addressed included: available funding for the first six months; this was a <br />CIP (Capital Improvement Plan) item that was eliminated during the budget <br />process; all the radios will be issued at the same time; our existing radios <br />would be traded in to Motorola, in exchange for a credit; this is the first <br />contract of this type for Motorola with the radios. <br />Planning and Development - Elma C. Lomax Incubator Farm Extension of <br />Temporary Agreement with Carolina Farm Stewardship Association <br />Kelly Sifford, Planning and Development Services Director, reported at <br />the June 16, 2014 Board of Commissioner's meeting, the Cabarrus County Board <br />of Commissioners voted to eliminate funding for the Elma C. Lomax Incubator <br />Farm. At the July 21, 2014 Board of Commissioner's meeting, the Board agreed <br />to enter into a temporary agreement with Carolina Farm Stewardship <br />Association (CFSA) to administer farm operations until permanent arrangements <br />could be made. She advised the temporary agreement expires on December 31, <br />2014 and the CFSA is requesting an extension of that agreement. <br />A discussion ensued. During discussion, Ms. Sifford and Richard Koch, <br />County Attorney, responded to questions from the Board. <br />County Manager - Match State Salary Increase for Locally Funded Positions on <br />Pam Dubois, Deputy County Manager, reported during the budget process, <br />the county provided funding for both school systems to match the state <br />funding of local positions. The Community College had a delay in getting <br />their information to us. She stated Rowan - Cabarrus Community College (RCCC) <br />has 9.5 positions that received a $1,000.00 increase with a total cost, with <br />benefits, totaling $12,324.00. She advised every year, when the State of <br />North Carolina increases the salary of state- funded positions, the County <br />matches that increase for the locally funded positions. She also responded <br />to questions from the Board, <br />Active Living and Parks - 2015 Fees and Charges Policy <br />Londa Strong, Active Living and Parks (ALP) Director, presented a <br />request for the 2015 Active Living and Parks Fees and Charges Policy, She <br />stated each year the ALP Department reviews the Fees and Charges Policy, <br />presents it to the ALP Commission and Senior Centers Advisory Board, and <br />recommends changes to the Board of Commissioners. Changes include: the fees <br />for cabin rentals have been revised for consistency; name changes and <br />additional fees for new programs. She also responded to questions from the <br />Board. <br />Finance - Resolution Relating to Refinancing of Prior Certificates of <br />Participation (COPS) of Schools and Public Improvements <br />Susan Fearrington, Finance Director, reported the County's <br />underwriters, Piper Jaffray and Company has advised, given appropriate market <br />conditions, to refund all or a portion of Certificates of Participation <br />Series 2007, 2008A, 2008C and 2009 in order to realize long -term debt payment <br />savings. She stated should market conditions not provide the required <br />savings levels established by the Local Government Commission, the County <br />will not refinance the debt. She also responded to questions from the Board. <br />Infrastructure and Asset Management - Request to Close a Portion of North <br />Drive <br />Jonathan Marshall, Infrastructure and Asset Management Director, <br />presented the following information relating to a request to close a portion <br />of North Drive. <br />Cabarrus County Schools has requested the Board of Commissioners <br />and the Mount Pleasant Board of Commissioners communicate an <br />intent to the North Carolina Department of Transportation (NCDOT) <br />to permanently close a portion of the public right -of -way for <br />North Drive in Mount Pleasant. <br />The indication of intent is the first step in acting to close the <br />right -of -way. NCDOT will then consider the matter at one of <br />
