If they recommend closure, the action will <br />come back before both Boards of Commissioners for an official <br />public hearing and resolution to act on the closure. <br />A public meeting was held at the Cabarrus County Schools' offices <br />on Tuesday, November 18, 2014 and all property owners who use <br />North Drive for access were notified. That meeting was an <br />opportunity for them to look at the plans for the construction of <br />Mount Pleasant Middle School and to view the proposal for closing <br />part of North Drive. <br />Mike Downs, County Manager, advi 'sed the Town of Mount Pleasant is also <br />involved this process because the city limit line runs down the middle of the <br />road. <br />BOC - ACT Work Ready Communities <br />Vice Chairman Poole stated the State of North Carolina is now a Work <br />Ready Community. She advised ACT work keys is a career ready assessment with <br />a number of different parts: applied mathematics; reading for information; <br />and locating information. She stated the North Carolina General Assembly <br />feels it is important to help North Carolina businesses understand when <br />someone applies for a job, they are ready for the job. People with skills <br />developed in high school, community college or four -year college can come to <br />employers able to say they have the skills for the job. She further stated <br />ACT is recognized nationwide, but is not that well known in North Carolina. <br />Last year approximately 35,000 North Carolina high school seniors were given <br />the assessment. This year in Cabarrus County, upwards of 800 seniors will <br />be given the assessment. The assessment is paid for by the General Assembly <br />and is free for the students who qualify. She expressed support for the <br />Board to approve Cabarrus County to be a Work Ready Community. She requested <br />the Board consider investigating this, to gather a committee that would work <br />on this initiative and see if this is something the Board would like to go <br />forward with. She also requested to be on the committee as the <br />Commissioners' representative. She stated committee representatives should <br />also include delegates from RCCC, R -12 education, economic development and <br />the Chamber of Commerce (US and NC Chamber of Commerce) . She advised there <br />is an application process and further urged Board members to review the <br />information included in the Agenda. <br />Commissioner Shue expressed support for Cabarrus County becoming a Work <br />Ready Community. <br />Vice Chairman Poole advised RCCC utilizes the assessment for incoming <br />students and expressed the benefit for new employers coming to the area. <br />Chairman Morris also expressed support for Cabarrus County becoming a <br />Work Ready Community. <br />ROC - Commissioner Appointments for 2015 <br />Chairman Morris stated in addition to the regular Board of Commissioner <br />meetings, Board members are appointed as members or liaisons to various <br />boards and committees. <br />Mike Downs, County Manager, advised Board members have reviewed the <br />list of appointments. He stated these will be finalized at the December 15, <br />2014 meeting. <br />Vice Chairman Poole requested the addition of the ACT Work Ready <br />Communities to the list. She requested to be appointed to this committee and <br />suggested an alternate also be appointed. <br />Commissioner Mynatt volunteered to be designated as an alternate to the <br />ACT Work Ready Community Committee. <br />ROC - Designation of 'Voting Delegate for NCACC Legislative Goals Conference <br />Chairman Morris advised each county is requested to designate a <br />commissioner or other elected official as a voting delegate for the 2015 <br />Legislative Goals Conference scheduled for January 15 -16, 2015 in Pinehurst. <br />He stated he was the delegate two years ago, adding it is a worthwhile <br />process for the county to be involved in. <br />
