December 15, 2014 (Regular Meeting) Page 2221 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 15, 2014, <br />at 5:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Chairman Morris called the meeting to order at 5:30 p.m. <br />The Air Force JROTC from Mount Pleasant High School conducted the Flag <br />Ceremony. Students participating were: Cadet Lieutenant Colonel Emily <br />Shepard, Cadet Lieutenant Colonel Hunter Moore, Cadet Captain Matthew <br />Caviness and Cadet Chief Master Sergeant Joseph Mays. <br />Dr. Terry Faulkenbury, Senior Pastor from West Cabarrus Church in <br />Concord delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of November 17, 2014 <br />(Regular Meeting), December 1, 2014 (Organizational Meeting) and December 1, <br />2014 (Work Session) as written. <br />APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -1 Infrastructure and Asset Management - Property Exchange Related to <br />Wallace Park <br />Closed Session <br />L -1 Closed Session - Personnel Matter(s) <br />Updated: <br />F -10 Finance - Resolution Relating to Refinancing of Prior Certificates of <br />Participation (COPS) of Schools and Public Improvements <br />UPON MOTION of Commissioner Honeycutt seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Proclamation - Dr. Martin Luther King, Jr. Day <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the following proclamation. <br />Proclamation No. 2014 -17 <br />PROCLAMATION <br />WHEREAS, Dr. Martin Luther King, Jr., was born on January 15, 1929 in <br />Atlanta, Georgia, and devoted his life to fighting poverty, injustice and <br />racism in America; and <br />WHEREAS, Dr. King, through his practice of non - violent protest, <br />promoted the importance of love, peace and freedom for humankind and <br />challenged America to honor its promise of liberty and justice for all <br />citizens; and <br />WHEREAS, during his lifetime, Dr. King sought to forge the common <br />ground on which individuals of all ages, races and backgrounds could join <br />
