He advised of the positive response from the community to funding <br />requests. King expects a press release within the next 30 days along with <br />artist renderings as the project continues to move forward. He responded to <br />questions from the Board. No action was taken. <br />CAC - Cabarrus Arts Council - Video Presentation <br />Cabarrus Arts Council President and CEO, Noelle Scott, expressed <br />appreciation for the Boards' support; advised the Council is utilizing all <br />three floors of the Historic Courthouse and welcomes an average of 250 <br />visitors each week. Scott concluded with a short video highlighting the Arts <br />Council's contribution to the community. Several members of the Board <br />commended the Council's work. Dan Boone, Cabarrus Arts Council Vice Chair, <br />was also in attendance. No action was taken. <br />Planning and Development - The Council for a Sustainable Local Economy (CSLE) <br />Update <br />Josh Knipp, Council for a Sustainable Local Economy (CSLE) Regulatory <br />Chairperson, presented the following three (3) recommendations from the <br />findings of the Regulatory Listening Tours held in 2012. <br />1. Market and really educate the public about the pre - <br />application /construction meeting as the most important part of any <br />project. Implement it through the Small Business Center (RCCC) and <br />through the Starting a Business seminars that the CSLE produces. <br />2. Create a PowerPoint tutorial on how to navigate the county website for <br />a construction project, zoning, ordinances, or any other questions <br />related to development. The tutorial can be used by organizations such <br />as real estate agencies so that they can show that to their agents <br />during training and staff meetings. It can also be a YouTube video <br />that staff can recommend to customers. <br />3. Assign a liaison to work between the county and municipalities that <br />explains the different steps and individuals /departments that a person <br />may have to navigate through to complete a project. Also place the <br />proper contact information on the county website for individuals and <br />departments so that the public has better access to get their questions <br />answered. <br />Mr. Knipp responded to a variety of questions from the Board. <br />In regards to recommendation number three (3), Mike Downs, County <br />Manager, advised Planning and Development staff have met with Concord and <br />Kannapolis staff to consider using the same software to improve the process. <br />A discussion ensued. During discussion, Jonathan Marshall, Deputy <br />County Manager, Mr. Downs and Mr. Knipp responded to a variety of questions <br />from the Board. No action was taken. <br />Plannina and Development - Elma C. Lomax Incubator Farm Update <br />Aaron Newton, Local Food System Program Coordinator, and David Goforth, <br />NC Cooperative Extension Agricultural Agent, presented a report of the 2012 <br />growing season at the Elma C. Lomax Incubator Farm and plans for the 2013 <br />
