During the <br />presentation, Mr. Newton and Mr. Goforth responded to a variety of questions <br />from the Board. No action was taken. <br />Active Living and Parks Department - Town of Midland Proposal for Wallace <br />Park Operations <br />Londa Strong, Active Living and Parks Director; David Pugh, Midland <br />Town Administrator; and Kathy Kitts, Mayor of Midland, addressed the <br />following information related to the Town of Midland's proposal for Wallace <br />Park operations: <br />At the Tuesday, November 13, 2012 Council meeting, Mayor Kitts <br />and David Pugh discussed the proposed cost to the County for <br />needed Wallace Park staff during the first 2 -4 years of the <br />project. The Midland Council asked that the following <br />information be given to the County Commission for consideration <br />regarding Wallace Park (these determined at the November 13 <br />meeting): <br />1. Midland would pay the following amounts for the staff <br />positions: <br />- $28,799 for the first year (This represents half of <br />the cost of the ranger and the full cost of the <br />paddle boat position.) <br />- $15,000 for the second year <br />- $10,000 for the third year <br />2. Once Cabarrus County and Midland do reach an agreement, the <br />Council would like to see bids advertised for the project <br />within 6 months. <br />3. Midland would like to receive a percentage of the revenue <br />from the boat rentals. <br />A discussion ensued. During discussion, Ms. Strong, Mayor Kitts, Mr. <br />Pugh, Mike Downs and Kyle Bilafer, General Services Director, responded to <br />questions from the Board. The following issues were addressed: the startup <br />cost of Rob Wallace Park; the estimated cost of annual maintenance and the <br />cost of hiring additional staff. Mike Downs advised that the property had <br />been purchased, but the various costs discussed were the cause for delay on <br />the project. <br />Mayor Kitts announced land has been donated for a new town hall. They <br />expect to advertise for bids soon and anticipate the building to be completed <br />by June 2014. <br />County Manager - Town of Midland - Sherif'f's Office Enhanced Police <br />Protection Proposal <br />David Pugh, Midland Town Administrator, advised the Midland Town <br />Council has been in discussions for several years with the Sheriff's <br />Department and the Board of Commissioners regarding enhanced police <br />protection in the southern area of the county, specifically within Midland <br />town limits. He stated the Midland Town Council is requesting feedback from <br />the commissioners before making any decisions and addressed potential <br />benefits of a 2x2 match that would provide enhanced protection from the <br />Sheriff's Department. <br />Cabarrus County Sheriff, Brad Riley, advised of services currently <br />provided for Midland. He stated discussions have been ongoing for the past <br />two years and recommended the Town Council and County Commission considers <br />providing enhanced protection for Midland. <br />A discussion ensued with Mike Downs, David Pugh and Kathy Kitts <br />responding to questions from the Board. <br />General Services - Cabarrus County Construction_ and Demolition Landfill - <br />Operation Update and Future Plans <br />Kevin Grant, Sustainability Manager, presented an update of the current <br />operating status for the Cabarrus County Construction and Demolition <br />Landfill. He reported an improved airspace compaction rate at the landfill <br />based on an airspace survey conducted in October 2012. The survey results <br />indicate there should be enough airspace to last until May 2014. He advised <br />of possible C &D recycling expansion and composting opportunities being <br />considered and reviewed the following airspace analysis map: <br />
