NC FACC.RY <br />SMIMEENTAno EXISTING ACCESS ROAD <br />FiguTU No.— <br />Smith Fig =12. <br />Mr. Grant and Kyle Bilafer, General Services Director, responded to <br />questions from the Board concerning tipping fees. <br />Chairman Poole requested information be provided during the budget <br />process regarding the impact of increased tipping fees on the amount of waste <br />coming into the landfill. <br />Commissioner Measmer requested a comparison of tipping fees from <br />surrounding areas. <br />Recess of Meetin <br />p.m. <br />The Board took a short break at 5:33 p.m. The meeting resumed at 5:44 <br />Discussion Items For Action at January 22, 2013 Meeting <br />Finance - Kannapolis City Schools Amendment to Maintenance and Repair <br />Agreement $77,180.00 <br />Will Crabtree, Kannapolis City Schools, requested an amendment to the <br />Maintenance and Repair Agreement between Cabarrus County Schools (CCS) , <br />Kannapolis City Schools (KCS) and Cabarrus County. He stated KCS is not <br />satisfied with the quality the contracted mowing services and requests the <br />mowing portion of the agreement be segregated and paid directly to them. <br />Pam Dubois, Deputy County Manager, advised both school districts have <br />had conversations with the county regarding making an adjustment to their <br />contract. She stated the adjustment would only affect how the grounds <br />maintenance is allocated. <br />Mike Downs, County Manager, stated no additional funds would be added. <br />Mr. Crabtree and Ms. Dubois responded to questions from the Board. <br />Finance - Qualified School Construction Bonds (QSCB) Reallocation for <br />Kannapolis City Schools $1,855.63 <br />Will Crabtree, Kannapolis City Schools, advised of an overage from the <br />Kannapolis Intermediate HVAC project and requested a $1,855.63 reallocation <br />of funds to the Jackson Park Elementary HVAC project. The Kannapolis City <br />School Board will discuss the change on January 14, 2013. He also responded <br />to questions from the Board. <br />County Manager - Presentation of Proposed NCDOT's County Secondary Road <br />Construction Program <br />Deputy District Engineer, Marc Morgan P.E., for the North Carolina <br />Department of Transportation (NCDOT) Division 10 Office presented the <br />Proposed Cabarrus County Secondary Construction Program FY 2012 -13. He <br />advised the program was delayed due to legislative changes in July 2012 with <br />HB950; the bill moved us from a countywide priority rating to a statewide <br />priority rating and was accompanied by a reduction of program funding. <br />
