January 7, 2013 (Work Session) Page 1377 <br />Chairman Poole advised the required resolution will be adopted at the <br />regular meeting. <br />In response to a request from the Board, Mr. Morgan reviewed the <br />process for paving unpaved roads in the county. <br />Jonathan Marshall, Deputy County Manager, presented an update on the <br />Raging Ridge Road Extension, a road which accesses Hickory Ridge Middle <br />School and High School. He addressed the following information: the planned <br />extension requires a bridge over Back Creek to connect to Stallings Road; <br />preliminary project designs have been conducted by WK Dickson; NCDOT's <br />involvement with construction and bridge design; and project funding sources. <br />A discussion ensued with Tim Lowder, WK Dickson, Mr. Morgan and Mr. <br />Marshall presenting a collaboration of plans and requirements regarding <br />bridge and road construction. Mr. Marshall also responded to questions from <br />the Board regarding the Raging Ridge Road Extension right -of -way. <br />Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 13 -14 <br />Application for Funding <br />Dr. Jean Harvey, Director of Youth and Family Services, Salisbury -Rowan <br />Community Action Agency, Inc. ( SRCAA), reported the Agency's home office is <br />in Salisbury, 1300 West Banks Street and has recently opened an office at <br />1413 Sedan Avenue in Kannapolis. The FY 2013 -2014 Community Services Block <br />Grant program will provide a variety of support services (educational, <br />budgetary, emergency, transportation, etc.) to approximately 110 low- income <br />families in Cabarrus and Rowan counties. She identified the grant budget as <br />$383,809.00 split between Cabarrus and Rowan Counties (Cabarrus - <br />$156,923.00; Rowan - $226,886.00). <br />Dione Adkins, Family Development Specialist for SRCAA at the Cabarrus <br />Office, presented an overview of the community impact for the year 2012 and <br />projections for year 2013. Items addressed included participant numbers for <br />employment assistance, standardized housing, emergency assistance and <br />educational advancement. She also reviewed changes in the program structure. <br />Dr. Harvey advised the Agency is required to provide the grant <br />application to the Board of County Commissioners of both Cabarrus and Rowan <br />Counties. Although the application does not require approval by the <br />commission, each board is required to review the application and has a <br />thirty -day comment period. She stated comments may be submitted to the main <br />office in Salisbury. <br />Discussion followed with Dr. Harvey responding to questions from the <br />Board. Vacancies on the SRCAA Board of Directors were also discussed; <br />individuals interested in applying to the SRCAA Board of Directors should <br />contact the main office at 1300 West Banks Street, Salisbury, NC or by <br />calling 704 - 633 -6633. <br />Senior Centers Advisory Council - Active Living and Parks Administrative <br />Staff <br />Chairperson Kay Scott, Cabarrus County Senior Centers Advisory Council, <br />reported on action taken at their December 17, 2012 meeting to relocate <br />Active Living and Parks Administrative Staff to the Concord Senior Center. <br />She stated the Council voted unanimously in favor of the Active Living and <br />Parks Administrative Staff moving their offices to the Concord Senior Center. <br />The Council requests authorization for relocation from the Board of <br />Commissioners. <br />Following brief discussion, Vice Chairman White MOVED to suspend the <br />Rules of Procedure in order to take action that night. Commissioner Measmer <br />seconded the motion. The MOTION unanimously carried. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board accepted the request of the Cabarrus <br />County Senior Centers Advisory Council to relocate the Active Living and <br />Parks Department Administrative Staff to the Concord Senior Center. <br />ITS - Pictometry Imagery and Services Contract <br />Debbie Brannan, Information Technology Director, requested approval of <br />a Pictometry Imagery and Services contract with Pictometry International <br />Corporation for Electronic Field Support Software (EFS) Maintenance and <br />Support and to perform three (3) countywide flights (2013, 2015 and 2016) for <br />4- inch /6 -inch 4 -Way Oblique Imagery based on the grid provided by the County. <br />
