<br />Chairman Poole opened the public hearing at 7:04 p.m. The Public
<br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) on
<br />January 11, 2013 in accordance with Article 2, Administration, Section 2.1
<br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County
<br />Code of Ordinances.
<br />There was no one present to address the Board; therefore Chairman Poole
<br />closed the public hearing.
<br />Mr. Cox responded to a variety of questions from the Board including
<br />those regarding financial statements of Simon Properties, competition for the
<br />attraction and benefit of the attraction to students.
<br />Commissioner Measmer expressed opposition to the grant stating tax
<br />incentives are unfairly offered to certain businesses versus others and that
<br />the government should not be involved in the private sector in that way.
<br />Commissioner Burrage expressed opposition to the grant stating
<br />government should stay out of private business.
<br />Commissioner Morris expressed approval for the grant stating the county
<br />has benefited from property taxes collected from companies drawn to the
<br />county by incentive grants.
<br />Vice Chairman White expressed approval for the grant. He advised the
<br />attraction will benefit surrounding businesses as well. He also stated it
<br />would be better to have the attraction in Cabarrus County rather than lose
<br />the business to a neighboring county.
<br />Vice Chairman White MOVED to approve an Industrial Development
<br />Incentive Grant Agreement (6 years, 850) between Simon Properties and
<br />Cabarrus County; and to authorize the County Manager to execute the Agreement
<br />on behalf of the Board, subject to review and /or revisions by the County
<br />Attorney. Commissioner Morris seconded the motion.
<br />A discussion ensued.
<br />As a reminder for the audience, Chairman Poole advised that businesses
<br />offered incentive grants must first pay all taxes as well as meet specific
<br />conditions outlined in the grant agreement, after which the 85% is rebated
<br />back to the company. In this case, she stated they are required to invest in
<br />the new facility for the investment amount in the agreement and fully operate
<br />the facility for a minimum of 10 years. She expressed approval of the grant
<br />stating it will benefit the surrounding area by providing a fresh attraction.
<br />The MOTION carried with Chairman Poole, Vice Chairman White and
<br />Commissioner Morris voting for and Commissioners Burrage and Measmer voting
<br />against.
