January 22, 2013 (Regular Meeting) <br />Page 1382 <br />WHEREAS, Cabarrus Extension & Community Association serves to enhance the <br />local community with educational activities and events that support healthy <br />bodies and minds; and <br />WHEREAS, Extension & Community Association contributes thousands of volunteer <br />hours to Cabarrus County and its citizens to promote educational advancement, <br />social connectivity and community awareness; and <br />WHEREAS, North Carolina Extension & Community Association will be celebrating <br />its centennial anniversary formally on October 27, 2013 and throughout 2013; <br />NOW THEREFORE, the Cabarrus County Board of Commissioners <br />do hereby proclaim the year 2013, as <br />The 100 Anniversary of the Cabarrus County Extension & Community Association <br />in Cabarrus County and urges all citizens to become familiar with the <br />services and programs offered by the Cabarrus County Extension & Community <br />Association and to support and participate in these programs to enrich our <br />local community and society. <br />IN TESTIMONY WHEREOF, this 22 day of January, 2013. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />Joyce Kluttz, Extension and Community Association (ECA) President, <br />thanked the Board for recognizing 2013 as the ECA Centennial Anniversary. She <br />was accompanied by Barbara Looney, NC Cooperative Extension State Advisory <br />Board, who displayed a check showing the estimated value of $1,310,823.00 for <br />the 65,732 volunteer hours contributed by ECA members to Cabarrus County. She <br />highlighted accomplishments of the Association and presented a copy of the <br />book Ordinary Women, Extraordinary Service to Commissioner Morris. Other <br />members of the Board received a copy of the book in June 2011. Ms. Kluttz <br />recognized ECA officers Pat Wickliff, ECA Vice President; Debbie Mullis, ECA <br />Secretary; Judy Furr, ECA Treasurer; Pam Outen, FCS Agent and Interim <br />Cooperative Extension Director; Barbara Looney, NC Cooperative Extension <br />State Advisory Board; several ECA members were in attendance and also <br />recognized. In appreciation of the Board's support, ECA members presented <br />jars of homemade cookies to the Board and county staff. <br />Chairman Poole commended the Association for their service and <br />contributions. <br />(C -3) EMS - Recognition of EMS Personnel for Successful Cardiac Arrest <br />Resuscitation <br />David Hampton, Emergency Medical Services (EMS) Director, recognized <br />the following Cabarrus County EMS employees in their efforts to save cardiac <br />arrest victims: Alan Thompson, Gerald Anderson, Karla Billings, Will Cannon, <br />Kara Clarke, Kristie Davis, Brandon Foutz, Bill Jamieson, Mark Kirk, Kyle <br />Kiziah, William Long, Chris Love, James Maneval and Adam Keller. The <br />following Cabarrus County EMS employees were also recognized yet unable to <br />attend: Charles Cardwell, Tim Crayton, Chris Goenner, Justin Jordan, Jeff <br />Penninger, Marc Pressley, Michelle Russell, Amanda Sifford, Kim Allred, Todd <br />Anderson, Ashley Armstrong, Blake Basinger, Ann Coffey, Andrew Cooper, Scott <br />Hess, Jonathan Hill, Salome Honeycutt, Earl Motsinger, Mike Penninger and <br />Carlos Villanueva. <br />Mr. Hampton advised on April 1, 2012 the Cabarrus County EMS System <br />implemented a new approach to the care and management of cardiac arrest <br />victims. The new approach resembles a "pit crew" with EMS employees, first <br />responders and telecommunicators working together to provide comprehensive <br />pre- hospital cardiac arrest care. Since implementing the approach, EMS has <br />responded to 146 cardiac arrests in 2012 and provided CPR education to 1,176 <br />people in Cabarrus County. The intervention has yielded positive patient <br />outcomes as resuscitation rates, return of circulation rates and discharge <br />from hospital rates have all improved. The recognized Cabarrus County EMS <br />personnel represent encounters with patients who were successfully discharged <br />from the hospital after suffering cardiac arrest. <br />Chairman Poole commended Mr. Hampton and EMS personnel for the service <br />they provide to Cabarrus County citizens. <br />
