January 22, 2013 (Regular Meeting) <br />(D) INFORMAL PUBLIC COMMENTS <br />Page 1383 <br />Chairman Poole opened the meeting for Informal Public Comments at 6:48 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with the Concord Police Department. <br />Bishop Roland Jordan, resident of 134 Lore Street SW in Concord, <br />expressed appreciation to Vice Chairman White and County Manager Mike Downs <br />for taking part in the Martin Luther King Jr. events. He also requested aid <br />to reopen Barber Scotia College. <br />Jean Chandler, resident of 4977 Hilton Lake Road in Kannapolis, <br />expressed dissatisfaction with the Boards' decision at the January work <br />session to approve the relocation of Active Living and Parks Administrative <br />Staff to the Concord Senior Center. She clarified that she did not voice her <br />opposition at the Council's meeting and felt others did not either. Chandler <br />serves as Vice Chairperson to the Cabarrus County Senior Centers Advisory <br />Council. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) County Manager - Presentation of Proposed NCDOT's County Secondary <br />Road Construction Program - Adopt Resolution <br />Marc Morgan P.E., Deputy District Engineer, for the NCDOT Division 10 <br />Office presented the Proposed NCDOT's Cabarrus County Secondary Road <br />Construction Program at the January work session. In addition, Marc Morgan <br />and Jonathan Marshall presented an update on the Raging Ridge Road Extension <br />project. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2013 -01 <br />A RESOLUTION RELATIVE TO THE 2012 -2013 SECONDARY ROADS CONSTRUCTION PROGRAM <br />FOR CABARRUS COUNTY <br />WHEREAS, the North Carolina Department of Transportation has submitted <br />a proposed 2012 -2013 Secondary Roads Construction Program for Cabarrus County <br />in the amount of $2,505,825; and <br />WHEREAS, representatives of the Department of Transportation in <br />accordance with North Carolina General Statute 136 -44.8 met with the Board of <br />County Commissioners at a regularly scheduled agenda work session meeting of <br />the Board on January 7, 2013 at 4:00 p.m. in the Multipurpose Room at the <br />Cabarrus County Governmental Center in Concord, North Carolina, in order to <br />present to and discuss with the Board and other citizens present the proposed <br />2012 -2013 Secondary Roads Program; and <br />WHEREAS, North Carolina General Statute 136 -44.8 provides that the <br />Board of County Commissioners, after the presentation and discussion of the <br />annual Secondary Roads Program, may concur with the program as proposed. <br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of <br />Commissioners that said Board does concur with the 2012 -2013 Secondary Roads <br />Construction Program as presented by the North Carolina Department of <br />Transportation and does recommend that the Board of Transportation adopt the <br />proposed program for Cabarrus County. <br />Adopted this the 22 day of January, 2013. <br />/s/ Elizabeth F.
