January 22, 2013 (Regular Meeting) <br />Page 1386 <br />Section 6: Quorum A quorum for the conduct of business shall be defined <br />as a minimum of 510 of the voting Committee members present; <br />however, at least half shall be At -Large members. <br />Section 7: Voting <br />a) HCCBG Advisory Committee members eligible to vote on matters <br />before the Committee have one vote each; <br />b) Ex- officio members of the Committee do not vote; <br />c) It will be considered a conflict of interest for a member of <br />the Committee to vote to determine a specific dollar amount to <br />be allocated to his /her agency; <br />d) Proxy voting will not be allowed. <br />e) No electronic voting. <br />Section 8: Attendance After missing two consecutive regular meetings, the <br />member will be contacted by the Lead Agency about attendance <br />rules. Three missed regular meetings during a calendar year <br />constitute resignation from the committee. <br />Article III: Meetings <br />Section 1: Regular Meetings Regular meetings of the Committee will be held <br />quarterly. A meeting schedule will be set at the last meeting of <br />each year for the upcoming year. <br />Section 2: Special Meetings Special meetings of the Committee may be <br />called by the Lead Agency based on an urgent need or timing issue <br />related to the Home & Community Care Block Grant. <br />Section 3: Notification All members of the Committee will be given <br />notice of all meetings at least seven days in advance by the Lead <br />Agency. <br />Section 4: Facilitator The Lead Agency will serve as the facilitator of <br />the Committee and be responsible for agendas and minutes. <br />Section 5: Parliamentary Authority Roberts Rules of Order shall govern <br />Committee operations not specifically addressed in these Rules of <br />Operation. <br />Section 6: Fiscal Year: The Cabarrus HCCBG Committee will follow the fiscal <br />year from July 1 through June 30. <br />Article IV: Amendments <br />Section 1: Amendments Amendments to these Rules of Operation may be <br />recommended to the Cabarrus County Board of Commissioners by a <br />two- thirds majority of the Advisory Committee members present and <br />voting in the affirmative, after having been presented and <br />discussed at a prior meeting. <br />(F -6) Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 13- <br />14 Application for Funding <br />Representatives of the Salisbury -Rowan Community Action Agency, Inc. <br />( SRCAA) attended the January work session to present their FY 13 -14 <br />Application for Funding. The agency provides services for low income <br />citizens in Cabarrus and Rowan counties. <br />Prior to the vote, a brief discussion ensued regarding the Salisbury - <br />Rowan Community Action Agency's FY 13 -14 Application for Funding. <br />Commissioner Burrage expressed opposition to the program. <br />Note: The following motion acknowledges receipt of the Agency's grant <br />application, as presented at the January 7, 2013 work session. This action <br />does not include funding for or approval of SRCAA programs. <br />UPON MOTION of Commissioner Measmer seconded by Vice Chairman White and <br />unanimously carried, the Board acknowledged receipt of the Salisbury -Rowan <br />Community Action Agency, Inc. 's FY 13 -14 SRCAA, Inc. Community Service Block <br />Grant Application. <br />(F -7) Tax Administration - Refund and Release Report - December 2012 <br />UPON MOTION of Commissioner Measmer seconded by Vice Chairman White and <br />unanimously carried, the Board approved the December 2012 Refund - Release <br />report as submitted and granted authority to the Tax Collector to process the <br />refunds and releases. <br />
