January 22, 2013 (Regular Meeting) <br />Page 1385 <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the proposed Rules of Operation; <br />appointed the Human Services Department as the lead agency for the HCCBG <br />program effective July 1, 2013; and appointed the designated agencies to the <br />HCCBG Committee. <br />The Rules of Operation are as follows: <br />Rules of Operation <br />Cabarrus County Home & Community Care Block Grant (HCCBG) <br />Advisory Committee <br />Article I: Name and Purpose <br />Section l: Name: The name of this body shall be the Cabarrus County Home & <br />Community Care Block Grant Advisory Committee. <br />Section 2: Purpose The purpose of the Cabarrus County Home & Community <br />Care Block Grant Advisory Committee shall be to: <br />1) Provide funding allocation recommendations to the Cabarrus <br />County Board of Commissioners and the Centralina Area Agency <br />on Aging based on its understanding of current needs for <br />services in Cabarrus County <br />2) Provide education and information about the needs of seniors <br />within Cabarrus County to the Board of Commissioners <br />3) Advise the Cabarrus County Board of Commissioners in their <br />decision - making process concerning funding for services, <br />priorities, resources, long -range planning and other issues, <br />which affect services to the elderly. <br />4) Review the effectiveness and efficiency of service delivery <br />for service providers receiving HCCBG funding and advise the <br />Board of Commissioners on recommended budget adjustments for <br />these services throughout the year. <br />Article II: Membership <br />Section l: Qualifications Membership of the HCCBG Advisory Committee shall <br />consist of persons who: <br />a) Are interested in the well -being of older adults, and are able <br />to commit the appropriate time, advice, skill and energy to <br />the work of the Committee; <br />b) Reside in Cabarrus County, or are the designated <br />representative of an agency serving Cabarrus County citizens; <br />c) Are willing to represent the broad spectrum of older adult <br />needs and interests rather than any specific agenda. <br />Section 2: Appointments The HCCBG Advisory Committee will consist of six <br />designated agencies and seven individuals appointed by the <br />Cabarrus County Board of Commissioners. <br />Section 3: Composition of Committee The <br />include: <br />a) Three staff from the Cabarrus <br />designated by the Director <br />Services Department who repr <br />disabled adults. <br />b) The Director of the Cabarrus <br />HCCBG Advisory Committee will <br />County Human Services Department <br />of the Cabarrus County Human <br />esent transportation, older and <br />County Active Living and Parks <br />Department or his /her designee <br />c) The Director of Cabarrus County Planning and Development or <br />his /her designee <br />d) The Director of Cabarrus Meals on Wheels or his /her designee <br />e) Seven At -Large Cabarrus County citizens with an interest in <br />older adult issues and who represent various geographic areas <br />of the county. <br />Section 4: Ex- Officio Members The following shall serve as non - voting ex- <br />officio members of the Advisory Committee: <br />a) A member of the Cabarrus County Board of Commissioners <br />b) A representative of the Centralina Area Agency on Aging. <br />Section 5: Terms Terms of service on the Committee shall be as follows: <br />a) Agency representatives shall be considered perpetual members <br />of the Committee; <br />b) The seven At -Large Committee members shall serve staggered <br />three -year terms appointed by the Cabarrus County Board of <br />Commissioners utilizing their usual citizen appointment <br />process. <br />
