January 22, 2013 (Regular Meeting) Page 1385 UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White and unanimously carried, the Board adopted the proposed Rules of Operation; appointed the Human Services Department as the lead agency for the HCCBG program effective July 1, 2013; and appointed the designated agencies to the HCCBG Committee. The Rules of Operation are as follows: Rules of Operation Cabarrus County Home & Community Care Block Grant (HCCBG) Advisory Committee Article I: Name and Purpose Section l: Name: The name of this body shall be the Cabarrus County Home & Community Care Block Grant Advisory Committee. Section 2: Purpose The purpose of the Cabarrus County Home & Community Care Block Grant Advisory Committee shall be to: 1) Provide funding allocation recommendations to the Cabarrus County Board of Commissioners and the Centralina Area Agency on Aging based on its understanding of current needs for services in Cabarrus County 2) Provide education and information about the needs of seniors within Cabarrus County to the Board of Commissioners 3) Advise the Cabarrus County Board of Commissioners in their decision - making process concerning funding for services, priorities, resources, long -range planning and other issues, which affect services to the elderly. 4) Review the effectiveness and efficiency of service delivery for service providers receiving HCCBG funding and advise the Board of Commissioners on recommended budget adjustments for these services throughout the year. Article II: Membership Section l: Qualifications Membership of the HCCBG Advisory Committee shall consist of persons who: a) Are interested in the well -being of older adults, and are able to commit the appropriate time, advice, skill and energy to the work of the Committee; b) Reside in Cabarrus County, or are the designated representative of an agency serving Cabarrus County citizens; c) Are willing to represent the broad spectrum of older adult needs and interests rather than any specific agenda. Section 2: Appointments The HCCBG Advisory Committee will consist of six designated agencies and seven individuals appointed by the Cabarrus County Board of Commissioners. Section 3: Composition of Committee The include: a) Three staff from the Cabarrus designated by the Director Services Department who repr disabled adults. b) The Director of the Cabarrus HCCBG Advisory Committee will County Human Services Department of the Cabarrus County Human esent transportation, older and County Active Living and Parks Department or his /her designee c) The Director of Cabarrus County Planning and Development or his /her designee d) The Director of Cabarrus Meals on Wheels or his /her designee e) Seven At -Large Cabarrus County citizens with an interest in older adult issues and who represent various geographic areas of the county. Section 4: Ex- Officio Members The following shall serve as non - voting ex- officio members of the Advisory Committee: a) A member of the Cabarrus County Board of Commissioners b) A representative of the Centralina Area Agency on Aging. Section 5: Terms Terms of service on the Committee shall be as follows: a) Agency representatives shall be considered perpetual members of the Committee; b) The seven At -Large Committee members shall serve staggered three -year terms appointed by the Cabarrus County Board of Commissioners utilizing their usual citizen appointment process.
