February 4, 2013 (Work Session) Page 1408 <br />Commissioner Measmer requested the Youth Council Update be placed at <br />the Recognitions and Presentations section of the meeting. <br />Tax Administration - Request' Approval to Complete the Survey of the <br />Cabarrus /Stanly County Line <br />Brent Weisner, Tax Administrator, presented a request for approval to <br />complete the survey of the Cabarrus /Stanly County line. The following <br />information was addressed: in 1994, 1997, 1999 and 2006, the Board of <br />Commissioners requested the North Carolina Geodetic Survey (NCGS) aid us in <br />establishing our boundaries with surrounding counties; Cabarrus and Stanly <br />Counties have been operating using two different county lines; historically, <br />the counties have agreed on how to split the taxes on the affected. <br />properties; however as the counties develop, the distinction of the line <br />becomes more important. The NCGS has completed their work to the point where <br />they are ready to survey the line, locate the markers and establish the <br />monuments along the line. <br />Greg Belk, Special Boundary Commissioner for Cabarrus County, presented <br />a history of the Cabarrus /Stanly county line and reviewed maps showing <br />affected properties and both existing and proposed monuments on the <br />Cabarrus /Stanly County line. <br />Vice Chairman White expressed concern regarding county services <br />provided to the affected properties. <br />Jonathan Marshall, Deputy County Manager, advised of plans to notify <br />and provide information and answers to affected property owners including a <br />community meeting, a dedicated portion of the County's webpage, etc. <br />There was discussion throughout the presentation with Mr. Weisner, Mr. <br />Belk and Mr. Marshall responding to a variety of questions from the Board. <br />Mr. Marshall advised no action will be required until a resolution is <br />brought before the board. It was the consensus of the board for staff to <br />move forward with the Cabarrus /Stanly County lines project. <br />Discussion Items For Action at February 18, 2013 Meeting <br />Active Livina and Parks - Cabarrus Rotary Disc Golf Course - Frank Liske Park <br />Londa Strong, Active Living and Parks Director, stated the Parks <br />Department was approached by the Cabarrus Rotary several months ago about the <br />possibility of adding an eighteen -hole disc golf course to Frank Liske Park. <br />She advised meetings have been ongoing and with the Board's approval, they <br />are ready to move forward with the project. <br />Linda Brown, Cabarrus Rotary Club President, requested the Board's <br />endorsement for the project. She stated the project has the endorsement of <br />the Active Living and Parks Department and land has been designated at Frank <br />Liske Park for the course. She explained this is one of the major service <br />projects the Rotary Club has planned for this year. She further advised a <br />designer has been brought in to assist with the project planning, the flags <br />have been placed and the course has been walked. The course will be <br />tournament qualified and will be available for the CVB (Convention and <br />Visitors Bureau) to bring in tournaments from other areas. Regarding <br />funding, she stated they have applied for grants and the Rotary Club has <br />raised funds for the project. She expects the course to be completed by the <br />end of 2013. Jim Craddock, Cabarrus Rotary Club member, was also in <br />attendance. <br />Vice Chairman White disclosed he, Commissioner Morris and County <br />Manager Downs are all members of the Cabarrus Rotary Club. <br />Commissioner Measmer expressed support for the disc golf course. <br />Commissioner Morris commended the Rotary Club for their efforts to <br />improve the quality of life throughout the county by setting a good example <br />of community involvement. <br />A brief discussion ensued relating to the design of the course. <br />Map of the Proposed Disc Golf Course at Frank Liske Park <br />
