The income -based program provides housing rehabilitation with <br />the focus on the elderly and disabled. Each year Cabarrus County must hold a <br />public hearing in order to receive program funding. Staff is projecting to <br />receive approximately $90,000.00 that would be used to rehabilitate two <br />units. The program requires a 25% match which will be proposed in the annual <br />budget. She also responded to a variety of questions from the Board. <br />Chairman Poole opened the public hearing at 7:18 p.m. The Public <br />Hearing Notice was published on February 6 and 8, 2013 in The Independent <br />Tribune. The public hearing notice was also posted on the County's website <br />( www. cabarrus county. us ) on February 5, 2013 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Poole closed the public hearing. No other action was required. <br />(G -3) Planning and Development - 2013 -2014 Weatherization and Heating and <br />Air Repair and Replacement Grant Application <br />Kelly Sifford, Planning and Development Director, requested approval to <br />authorize staff to submit the annual Weatherization and Heating and Air <br />Repair and Replacement Program Grant application. She advised county staff <br />currently does the weatherization work; local licensed HVAC contractors are <br />used as required; products are purchased locally when possible; and there are <br />approximately 40 clients on the waiting list (23 elderly and 10 are <br />disabled). She also responded to a variety of questions from the Board. <br />A discussion ensued. During discussion Commissioner Measmer expressed <br />opposition to the grant application; Commissioner Burrage expressed <br />disapproval for the grant application but stated his intent to vote for the <br />grant application; Vice Chairman White expressed his intent to vote for the <br />grant application; and Commissioner Morris expressed his intent to vote for <br />the grant application. <br />Chairman Poole advised the motion will be for approval to submit the <br />grant application. The matter will come back to the Board once more <br />information is received. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Morris and <br />carried, with Chairman Poole, Vice Chairman White and Commissioners Burrage <br />and Morris voting for and Commissioner Measmer voting against, the Board <br />authorized staff to submit the annual Weatherization and Heating and Air <br />Repair and Replacement Program Grant Application. <br />(H) APPOINTMENTS <br />(H -1) Appointments - Juvenile Crime Prevention Council (JCPC) <br />An appointment is needed to fill the (Member of Business Community) <br />position on the Juvenile Crime Prevention Council (JCPC). The JCPC <br />recommends Mark Boles to complete the unexpired term. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Mark Boles (Member of Business <br />Community) to the JCPC to complete an unexpired term ending September 30, <br />2013. <br />(H -2) Ap pointments - Planning and Development - Cabarrus County Youth <br />Council (CCYC) <br />
