Robinson High School, and <br />the remaining At -Large position.' <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Cooper McAuley to the Cabarrus <br />County Youth Council representing Central Cabarrus High School to fill a <br />vacant term with a new expiration date of June 30, 2013. By the same vote, <br />the Board appointed John "Erik ", Taylor to the Cabarrus County Youth Council <br />representing the At -Large Covenant Classical position for an unexpired term <br />ending June 30, 2013. <br />(H -3) Appointments and Removals - Cabarrus County Active Living and Parks <br />fnmmiccinn <br />At the October 18, 2012 Active Living and Parks Commission meeting, new <br />by -laws were adopted. In the '',by -laws, the Commission voted unanimously to <br />remove one At- Large seat to be replaced with one member from the Senior <br />Centers Advisory Council. <br />At the January 17, 2013 meeting, the Active Living and Parks Commission <br />voted unanimously to recommend the reappointment of Tracy Broome and John <br />Parker and also the appointment of Michael Andrew Coley. <br />The terms of appointment for Margaret Houston, John Parker, and Tracy <br />Broome will end January 31, 2013. It is requested to remove the names of <br />Margaret Houston and Clara Swallows (At -Large Seat) from the roster. <br />According to the By- laws,', Article IV Section 2, The Active Living and <br />Parks Commission shall be composed of ten (10) Cabarrus County Citizens, one <br />(1) Sr. Centers Advisory Council Member, and one (1) representative from the <br />Cabarrus County Board of Commissioners serving as a non - voting liaison. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board reappointed John Parker and Tracy Broome <br />to the Active Living and Parks '',Commission (ALPC) for three -year terms ending <br />January 31, 2016; appointed Michael Andrew Coley to the ALPC for a three -year <br />term ending January 31, 2016; removed one At -Large Seat to be replaced by a <br />Senior Centers Advisory Council Member; and removed Margaret Houston and <br />Clara Swallows from the ALPC roster and thanked them for their service. <br />(I) REPORTS <br />(I -1) Cardinal Innovations Healthcare Solutions - 2 nd Quarter FY 2013 <br />Dashboard Report for Mental Health, Intellectual /Developmental Disabilities <br />and Substance Abuse Services <br />The Board received the 2 Quarter FY 2013 Dashboard Report for Mental <br />Health, Intellectual /Developmental Disabilities and Substance Abuse Services <br />for informational purposes as part of the Agenda. <br />The report included the following information: <br />• County Funded Programs <br />• Number of Consumers Served by Funding <br />• Registry of Unmet Needs for Cabarrus County <br />• Number of Consumers Served and Expenses by Service Category <br />• Innovations - Consumers Served and Costs of Services <br />• Provider Information for Cabarrus County - Number of Consumers <br />Served and Payments' <br />• Detailed Services by Provider and Number of Consumers Served <br />(I -2) County Manager - Monthly ',Reports on Buildinq Activit <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for January 2013 and the Cabarrus County Commercial Building Plan <br />Review Summary for January 2013 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(I -3) Finance - Release Titles' of Several Cabarrus County Schools (WR Odell <br />Elementary School <br />An update on the release ',titles of several Cabarrus County Schools was <br />received as part of the Agenda.' No action was required of the Board. <br />
