February 18, 2013 (Regular Meeting) <br />(I -4) Request for Applications for County Boards /Committees <br />Page 1435 <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee - 7 Vacancies <br />• Animal Protection and Preservation Advisory Committee - 8 Positions <br />With Expired /Expiring Terms and 1 Vacant Position <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Council for a Sustainable Local Economy <br />• Food Policy Council <br />• Harrisburg Fire Advisory Board - 2 Positions With Expired Terms <br />• Industrial Facilities and Pollution Control Financing Authority - 2 <br />Vacant Positions <br />• Juvenile Crime Prevention Council - 1 Vacant Positions <br />• Nursing Home Community Advisory Committee - 7 Vacant Positions <br />• Parks Commission <br />• Region F Aging Advisory Board - 1 Position with Expired Term <br />• Transportation Advisory Board - 2 Vacant Positions <br />• Youth Council - 5 Vacant Positions with Expired/Expiring Terms <br />Chairman Poole reviewed the aforementioned list and urged citizens to <br />consider participating on a Board or Committee. <br />(I -5) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Chairman Poole shared handouts of labor market information updates from <br />the Centralina Workforce Development Board meeting. She also advised of the <br />upcoming Metrolina Planning Organization (MPO) meeting with new Secretary of <br />Transportation, Anthony Tata. <br />Commissioner Morris updated the board on the Rowan - Cabarrus Community <br />College (RCCC) Board of Trustees meeting. He noted that RCCC is celebrating <br />their 50th anniversary this year. Commissioner Morris also mentioned the <br />Juvenile Crime Prevention Council's Legislative Breakfast and commended the <br />positive impact the Council has on the local community. <br />(I -6) County Manager - Cabarrus Humane Society Quarterly Report <br />The Board received the Cabarrus Humane Society's Humane Society of <br />Concord and Cabarrus County Animal Control Partnership Status 2 nd Quarterly <br />Report ending December 31° 2012 for informational purposes. <br />The report included the following information: <br />• Status Summary <br />• Benefits <br />• Progress <br />• Attention Areas <br />• Goals for Next Review <br />(J) GENERAL CONk ENTS BY BOARD MEMBERS <br />Chairman Poole expressed appreciation to the members of the Cabarrus <br />County Extension and Community Association who visited in January. <br />WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />(L -1) Closed Session - Pending Litigation and Negotiation and /or Sale of <br />Real Property as Authorized by NCGS 143- 318.11(a)(3) and (5) <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the board moved to go into closed session to consult <br />with the county attorney on matters of threatened or pending litigation and <br />to give instruction to counsel as to the position to be taken on behalf of <br />the Board in negotiating the sale and /or other material terms of a contract <br />or proposed contract concerning real property as authorized by NCGS 143 - <br />318.11(a)(3) and (5). Jonathan Marshall was invited into the closed session. <br />
