March 4, 2013 (Work Session) Page 1439 <br />County Manager - Discuss Modified Work Session Format <br />Mike Downs, County Manager, presented an option to change the work <br />session format. The proposed changes to the work session format would <br />include more casual discussion on items not generally discussed. Per the <br />changed format, the regular meeting would be designated for discussion of <br />items on the agenda with fewer items placed on the consent agenda. <br />Currently, a number of items on the agenda are discussed at both the work <br />session and regular meeting. He requested direction from the Board. <br />A discussion ensued. During discussion Commissioner Burrage expressed <br />support for modifying the work session format; Commissioner Measmer expressed <br />support for keeping the work session in its current format; Vice Chairman <br />White expressed support for the current format and also expressed support for <br />the new format; and Commissioner Morris expressed support for the new format. <br />Vice Chairman White suggested this item be placed on the regular <br />meeting agenda for discussion. <br />County Manager - Essential vs. Non- Essential Update <br />Mike Downs, County Manager, presented updated spreadsheets displaying <br />the results of the Essential versus Non - Essential Programs and Services <br />exercise that was conducted at the Boards' retreat. He advised the handouts <br />are for informational purposes and will be discussed in length at either the <br />April work session or a special meeting. He stated the outcome of the <br />discussion will impact how the budget is prepared. <br />County Manager - Discuss the "Meeting in a Box" <br />Mike Downs, County Manager, advised the "Meeting in a Box" is an annual <br />event organized by the NCACC (North Carolina Association of County <br />Commissioners) to allow the commissioners to advocate their goals and <br />objectives to the local legislative delegates. He advised the clerk is in <br />the process of soliciting available dates from the legislative delegates and <br />will forward them to the Board to select a meeting date. <br />Vice Chairman White requested staff to research if the legislative <br />representatives supported any of the Boards' goals from the previous year. <br />Discussion Items For Action at March 18. 2013 Mee <br />BOC - Discuss Beaufort County Resolution to Defend Second Amendment Riahts <br />Commissioner Burrage presented a request for a resolution to defend <br />second amendment rights. <br />Commissioner Morris expressed support for a resolution and also <br />expressed concern over the removal of citizens' rights. He inquired about <br />the county attorney's opinion regarding the content in the resolution adopted <br />by the Beaufort County Board of Commissioners. <br />Richard Koch, County Attorney, reviewed provisions in the resolution <br />adopted by the Beaufort County Board of Commissioners. He also responded to <br />questions from the Board. <br />Commissioner Burrage stated he was not necessarily in support of the <br />resolution adopted by Beaufort County, but that he is in support of <br />protecting second amendment rights. <br />A discussion ensued. Mr. Koch was directed to draft a resolution in <br />support of defending second amendment rights, incorporating concepts as <br />discussed. It was the consensus of the Board to place the resolution on the <br />April agenda for discussion. <br />County Manager - NCDOT Request to Purchase Right -of -Way <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information related to the NCDOT request to purchase right -of -way: <br />The NC Department of Transportation ( NCDOT) submitted a request <br />on August 30, 2012 to purchase right -of -way for the extension of <br />George Liles Parkway. The affected parcel is the part of land <br />purchased for Winkler Middle School but the planned road <br />extension does not affect the school or its facilities. The <br />Board originally approved sale of .608 acres for $18,825.00. It <br />has been determined that additional acres are needed, therefor <br />
