In the past the Board of <br />Commissioners have designated proceeds from land purchases at <br />schools to the affected school. A budget amendment is also <br />attached that shows the anticipated revenue and assigns it to <br />Winkler Middle School. <br />Richard Koch, County Attorney, advised a resolution is required due to <br />the financing involved. <br />County Manager - One Time Funding Senior Center Expansion <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information related to the one -time funding Senior Center Expansion: <br />The Board of Commissioners requested that County staff study <br />options to provide additional instructional and exercise space at <br />the Senior Center in Concord and approved Morris Berg Architects <br />to perform that work. The results were presented to the Board <br />and to the Senior Center Advisory Committee and the third option <br />was chosen. This item is being presented for approval as a one- <br />time spending project in the FY2013 Budget with a cost of <br />$390,000.00 including architects fees, estimated construction <br />cost, and 10 percent contingency. <br />A discussion ensued. Kyle Bilafer, General Services Director, and Mike <br />Downs, County Manger, responded to questions from the Board. <br />EMS - Approval of Ambulance Piggyback Purchase and Related Budget Amendment <br />Alan Thompson, EMS (Emergency Medical Services) Director, presented the <br />following information related to an ambulance piggyback bid purchase request. <br />It is requested to purchase three (3) new type III ambulances by <br />piggybacking a bid awarded to Southeastern Specialty Vehicles, <br />Inc. by Elmore County, Idaho using budgeted Medicaid <br />transportation funds. The total purchase cost is $426,000.00 <br />including taxes, tag and lettering. The new ambulances will <br />replace ones that have outlived their usefulness and will comply <br />with the County's vehicle replacement policy. The cost may not <br />be incurred until the next budget year, but we need to set it <br />aside this year so we can order them. <br />Alan Thompson and Jimmy Lentz, Assistant EMS Director, responded to <br />questions from the Board. <br />Finance - Refunding General Obligation Bonds in an Aggregate Principal Amount <br />up to $95,580,000 and Public Hearing - 6:30 P.M. <br />Ann Wilson, Finance Director, presented the following information in <br />regards to the refunding of general obligation bonds in an aggregate <br />principal amount up to $95,580,000 and public hearing. <br />The County's underwriters have advised, given appropriate market <br />conditions, to refund general obligation bonds Series 2005 and <br />2006 in order to realize long -term debt payment savings. Should <br />the market conditions not provide the required savings levels <br />established by the Local Government Commission, the County will <br />not refinance the debt. The public hearing was scheduled at the <br />February 18, 2013 Board of Commissioners' meeting for the March <br />18, 2013 regular meeting. <br />Planning and Development - Request to Fund an Unfunded Position and Related <br />Budget Amendment <br />Kelly Sifford, Planning and Development Director, presented a request <br />to fund an unfunded position. The following information was addressed: the <br />need for an unfunded Code Enforcement Officer for Construction Standards; <br />recent growth in the number of inspections; the recommended daily number of <br />inspections per the Department of Insurance; and the impact on department <br />procedures. She advised one of Construction Standards' goals is to respond <br />within 48 hours of an inspection request. The recent increase in inspections <br />has resulted in 30 -50 inspections a day being rolled over to the following <br />day during a tracking period. <br />Mike Downs, County Manager, advised the position was approved during <br />the budget process but it was not chosen to be funded at that time. He also <br />
