<br />(F -3) Planning and Development - Request to Fund an Unfunded Position and
<br />Related Budget Amendment
<br />Staff is requesting to fund an unfunded Code Enforcement Officer for
<br />Construction Standards. Recent growth in the number of inspections has
<br />created a situation where inspectors are performing more than the recommended
<br />number of inspections per day by the Department of Insurance Standards.
<br />Additionally, inspections are rolling over to the next day due to lack of
<br />available staffing. During a tracking period, 30 - 50 inspections per day
<br />are being rolled over to the next day. One of the goals of Construction
<br />Standards is response times within 48 hours of an inspection request. Staff
<br />has collected 87 percent of the projected revenue for the year as of February
<br />14, 2013. The Finance Budget staff provided an analysis of the inspection
<br />workloads.
<br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage
<br />and unanimously carried, the Board approved funding for the unfunded position
<br />and adopted the following associated budget amendment:

<br />(F -4) Tax Collection - Advertisement of 2012 Tax Liens on Real Property
<br />North Carolina General Statute 105 -369 requires counties to report the
<br />amount of unpaid taxes for the current year, 2012, that are liens on real
<br />property, less bankruptcies and Tax Commission appeals, and to set an
<br />advertisement date.

<br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage
<br />and unanimously carried, the Board approved the report of 2012 outstanding
<br />delinquent taxes that are liens on real property and ordered the Tax
<br />Collector to advertise the tax liens on March 24, 2013.
