April 1, 2013 (Work Session) <br />Page 1476 <br />The Active Living and Parks Department requests BOC approval of <br />the updated Memorandum of Understanding (MOU) Regarding Joint Use <br />of Facilities. The MOU is an agreement between the Cabarrus <br />County Board of Commissioners and the Cabarrus County Board of <br />Education to enter into an agreement for joint use of facilities. <br />A Joint Use Agreement with specific operation and management <br />procedures will be developed by the school and ALP's Dept. <br />The MOU Regarding Joint Use of Facilities was approved by the <br />Cabarrus County Board of Education on February 11, 2013. <br />Ms. Strong responded to questions from the Board. <br />Active Living and Parks Department - Mt. Pleasant Middle School Park Bathroom <br />Londa Strong, Director, Active Living and Parks Department, and Len <br />Witke, Cabarrus County Schools, presented the following information relating <br />to the Mt. Pleasant Middle School Park Bathrooms: <br />The School Park at Mt. Pleasant Middle School is utilized not <br />only by the students, but is a home practice and game site for <br />the Mt. Pleasant Volunteer Youth League Baseball, Softball, and <br />Soccer Leagues. Currently there is not a restroom facility <br />located on the site. The bathroom in the gymnasium is available <br />for use; however, it requires crossing North Drive to reach it. <br />A port -a -j on is on site and serviced weekly, but is used by all <br />participants, family members and spectators. There is also a <br />portable concession trailer on site where Limited Food Service <br />Regulations are adhered to; all pre - packaged food, no cooking and <br />no water. The Health Alliance is contacted yearly to ensure all <br />regulations are met. <br />Len Witke, Cabarrus County Schools, assisted in research of the <br />costs of a portable ADA compliant bathroom facility that can be <br />placed on site and hooked to existing utilities (water, sewer and <br />electricity). This would enable the building to be used at other <br />locations and events once it is no longer needed at Mt. Pleasant <br />Middle School. <br />A company in Gaston County has used portable bathroom buildings <br />for sale; the buildings are in good condition with 2 stalls per <br />side for approximately $31,000.00. The cost does not include <br />delivery or utility connections. Mr. Witke indicated the <br />Facilities Management Department could make the connections. <br />There is a rental option, but staff does not recommend based on <br />the amount charged (i.e. $2,400.00 per week plus $100.00 per week <br />to service). <br />The season began March 15 with practices and games will commence <br />in April. There are teams in the Mt. Pleasant Association this <br />year. <br />Mike Downs, County Manager, advised utilizing portable bathroom <br />facilities would allow them to be relocated when they are no longer needed at <br />this site. He further advised funds are available in the Boards' contingency <br />fund. <br />A discussion ensued. During discussion Mr. Witke and Ms. Strong <br />responded to questions from the Board. <br />Commissioner Measmer expressed support for providing bathrooms at the <br />Mt. Pleasant Middle School Park. <br />Discussion continued with the following issues addressed: the life <br />expectancy of portable bathrooms; utility connection to a sewer versus a <br />holding tank; the provision of paper products; facility maintenance and care; <br />estimated time for delivery and hookup; and other costs associated with the <br />facility. <br />BOC - Resolution Relating to Second Amendment Rights <br />Commissioner Burrage requested this item be tabled until after the <br />April regular meeting to receive input from the public. <br />Richard Koch, County Attorney, advised he has not spoken to the Sheriff <br />about the contents of the resolution at this time. <br />
