April 1, 2013 (Work Session) Page 1477 <br />The Board generally discussed the res- olution. It was the consensus of <br />the Board to table the resolution relating to Second Amendment rights to the <br />May 20, 2013 regular meeting. <br />County Manager - Cardinal Innovations (PBH) Sublease Termination and <br />Settlement Agreement <br />Jonathan Marshall, Deputy County Manager, requested approval for a <br />sublease termination and settlement agreement with Cardinal Innovations <br />(PBH). He stated the agreement, drafted by the county attorney, is for <br />county property located at 457 Lake Concord Road. He stated the agreement <br />has been reviewed by Cardinal Innovations and will terminate the lease and <br />permit the sale of the building. He also stated a budget amendment will be <br />required. <br />County Manager - Request from the Town of Midland <br />Jonathan Marshall, Deputy County Manager, advised David Pugh, Midland <br />Town Administrator, is out of town. <br />Vice Chairman White suggested this item be tabled until a <br />representative from the Town of Midland is present to answer questions. <br />Chairman Poole requested Mr. Marshall to review the information. <br />Mr. Marshall advised the Town of Midland is pursuing additions to the <br />sanitary sewer network in the Midland area that would include a request to <br />the North Carolina Clean Water Management Trust Fund (NC CWMTF). The Town is <br />requesting the support of the Board for the Town's 2013 NC CWMTF grant <br />application. <br />Mike Downs, County Manager, stated the County has not and is not <br />applying for any competing grants that would affect the Town's application. <br />Chairman Poole suggested this item be placed on New Business at the <br />April regular meeting. <br />Emergency Management - Adoption of Ordinance Amending Chapter 34, Fire <br />Prevention and Protection of the Cabarrus County Code of Ordinances - <br />Schedule Public Hearing 6:30 P.M. <br />Steve Langer, Fire Marshal, presented the following information <br />relating to adoption of an ordinance amending Chapter 34, Fire Prevention and <br />Protection of the Cabarrus County Code of Ordinances: <br />Emergency Management Services recommends amending Chapter 34, <br />Fire Prevention and Protection of the Cabarrus County Code of <br />Ordinances for the proposed changes to the Rimer, Coldwater and <br />Concord rural fire tax /insurance district boundaries. Changes <br />are Limited to Moving One Parcel Owned by Roy Casper Located at <br />3300 Irish Potato Road (Pin # 56520652310000) From the Rimer Fire <br />District to the Coldwater Fire District and 9 Parcels' (Pin's <br />56226598310000, 56227598730000, 56227408950000, 56226487090000, <br />56226492830000, 56226324010000, 56226460270000, 56226387330000, <br />56227455490000) From the Coldwater Fire District to the Concord <br />Rural Fire District. <br />Mr. Langer requested a public hearing for the June 17, 2013 regular <br />meeting. He also responded to questions from the Board. <br />Vice Chairman White requested letters of explanation be sent to <br />citizens that will be affected by a change in their fire tax district. <br />In response to a question from the Board, Mr. Langer advised there is a <br />60 day notice required for the public hearing. <br />Chairman Poole requested staff ensure owners as well as any tenants of <br />the affected parcels are notified. <br />Emergency Management - Request Allocation of One Time Funding for Mobile <br />Computer Terminal System for Volunteer Fire Departments <br />Steve Langer, Fire Marshal, presented the following information <br />relating to the allocation of one -time funding for a mobile computer terminal <br />system for volunteer fire departments: <br />Recommendations from the BOO authorized Fire Study included the <br />need to capture real time data to effectively measure Fire <br />
