The resolution would request the Cabarrus /Stanly line to follow the center of the river bed of Rocky River from the intersection of the county line with Rocky River southwest to the intersection of the Union County line. Mr. Belk and Jonathan Marshall, Deputy County Manager, reported on public informational meetings held for affected property owners. They also responded to questions from the Board. Chairman Poole advised a public hearing will be needed at the April regular meeting. Discussion Items - No Action "Continued" County Manager - Discussion Concerning a Charlotte Regional Airport Authority Per the request of Vice Chairman White, it was agreeable to the Board to discuss the Charlotte Regional Airport Authority item after the Discussion of Essential vs. Non - Essential Programs and Services item, as a courtesy to staff members present for the essential vs. non - essential discussion. County Manager - Discussion of Essential vs. Non - Essential Programs and Services Mike Downs, County Manager, presented the following spreadsheets, depicting the programs and services the Board reviewed during an exercise at their retreat. He requested direction from the Board on programs or services that had received two or less votes, their direction would be used in the budget process. County Departments Funding Description of Program Sources Communications and Cable X X X The department reaches out Outreach (Channel 22) Television into the community to State provide relevant and timely Franchise fee information about County projects, services and events. This department is responsible for the County's media relations endeavors and coordinates communications exchanges with the County's audiences and engages the community in dialogue. The department also produces programs for Channel 22 and provides public readiness and generates approximately $240,000 in excess revenues over expenses. Risk Management N/A X X X X X To provide overall safety of County employees, ADA compliance and preservation of assets by maintaining and implementing loss control, prevention, risk financing and safety programs. Wellness N/A X X X To develop an environment that supports positive lifestyles choices which lowers health risk factors, improves physical and mental well being, and helps maintain a productive active work force for Cabarrus County employees and retirees.. Wellness Manager also manages the County's self- insured health plan for all employees and retirees.
