April 1, 2013 (Work Session) <br />Page 1482 <br />If the board desires, a resolution requesting the NC State <br />Legislature to alter the Cabarrus /Stanly County line will be <br />provided at the Board of Commissioners' regular meeting. The <br />resolution would request the Cabarrus /Stanly line to follow the <br />center of the river bed of Rocky River from the intersection of <br />the county line with Rocky River southwest to the intersection of <br />the Union County line. <br />Mr. Belk and Jonathan Marshall, Deputy County Manager, reported on <br />public informational meetings held for affected property owners. They also <br />responded to questions from the Board. <br />Chairman Poole advised a public hearing will be needed at the April <br />regular meeting. <br />Discussion Items - No Action "Continued" <br />County Manager - Discussion Concerning a Charlotte Regional Airport Authority <br />Per the request of Vice Chairman White, it was agreeable to the Board <br />to discuss the Charlotte Regional Airport Authority item after the Discussion <br />of Essential vs. Non - Essential Programs and Services item, as a courtesy to <br />staff members present for the essential vs. non - essential discussion. <br />County Manager - Discussion of Essential vs. Non - Essential Programs and <br />Services <br />Mike Downs, County Manager, presented the following spreadsheets, <br />depicting the programs and services the Board reviewed during an exercise at <br />their retreat. Wellness Manager <br />also manages the County's <br />self- insured health plan for <br />all employees and retirees. <br />
