April 1, 2013 (Work Session) Page 1481 <br />Kathy Mowrer, Human Services Program Administrator, stated an IFB <br />(Invitation for Bids) was posted for a Food Services Contract for the <br />Cabarrus County Department of Human Services LunchPlus Club Program. Two (2) <br />bids were received. One of the bidders withdrew their bid due to time <br />constraints regarding inspections at their new kitchen facility. The <br />remaining bid is from Punchy's Diner for an amount of $4.65 per meal. She <br />advised there are five (5) LunchPlus Club sites throughout the county <br />providing approximately 4,600 meals on a monthly basis. <br />Mike Downs, County Manager, advised Punchy's Diner is the current <br />provider for the LunchPlus Club Program and inquired if staff and clients are <br />satisfied with the service provided by this vendor. <br />Ms. Mowrer responded in the affirmative, stating Punchy's Diner also <br />provides food for some events at the Senior Center. She added Punchy's Diner <br />has been the LunchPlus Club provider for the past four (4) years and has been <br />very responsive to any issues that have occurred. She advised the meals have <br />been consistent and very satisfactory. She also responded to questions from <br />the Board. <br />Library - Cabarrus Literacy Council - Continuation of Adult Basic Literacy <br />Services and Contract <br />Dana Eure, Library Director, presented the following information <br />relating to the continuation of Adult Basic Literacy Services: <br />In May 2011, the County entered into an Agreement with the <br />Cabarrus Literacy Council to provide adult basic literacy <br />services (ABS) administered by the Cabarrus County Public <br />Library. <br />As required by the Agreement, the CLC has provided its strategic <br />plan; and at its March meeting, the CLC board voted unanimously <br />to recommend the continuation of the administration of the ABS <br />program through the Library. Likewise, the County must also vote <br />annually on the continuation of the administration of the ABL <br />program by the Library, no later than June 30 of each year. <br />The CLC Board believes this arrangement has worked extremely well <br />for all parties. The Library Director fully supports the <br />partnership and is in favor of continuing. No county funds are <br />requested. <br />A discussion ensued. During discussion, Ms. Eure and Susan Suarez <br />Webster, Cabarrus Literacy Council Coordinator, responded to questions from <br />the Board. The following topics were addressed: volunteer tutors; <br />accomplishments of students receiving literacy services; grants; and <br />charitable contributions from various organizations. Several Board members <br />commended the Council for their efforts and accomplishments. Gloria <br />Winzenread, Cabarrus Literacy Council Board Member, was also in attendance. <br />Chairman Poole announced the Council's Scrabble Scramble 5K and Fun Run <br />fundraiser is being held on Saturday, April 13 at 9:00 a.m. at Frank Liske <br />Park. She also reported county employees are able to donate to the Literacy <br />Council through the Cabarrus Helping Hearts and Hands program. <br />Tax Administration - Request Approval to Complete the Survey of the <br />Cabarrus /Stanly County Line <br />Brent Weisner, Tax Administrator, and Greg Belk, Special Boundary <br />Commissioner for Cabarrus County, presented the following information <br />relating to a request for approval to complete the survey of the <br />Cabarrus /Stanly County Line: <br />In 1994, 1997, 1999, and 2006 the Cabarrus County Board of <br />Commissioners requested that the North Carolina Geodetic Survey <br />(NCGS) aid us in establishing our boundaries with surrounding <br />counties by a resolution in accordance with GS 153A -18. Greg <br />Belk, Special Boundary Commissioner for Cabarrus County reports <br />that the NCGS has completed its work on the Cabarrus /Stanly <br />County Line and is ready to begin surveying and setting <br />monuments. <br />All taxpayers impacted by the survey have been notified by letter <br />and a public informational meeting was held at the Mt. Pleasant <br />Library on March 7, 2013. <br />
