April 15, 2013 (Regular Meeting) <br />• Resolution <br />• HB 104 <br />Page 1495 <br />Revised: <br />Old Business <br />E -1 County Manager - Update on KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />New Business <br />G -1 Tax Administration - Request Approval to Complete the Survey of the <br />Cabarrus /Stanly County Line - Public Hearing - 6 :30 P.M. <br />® .Resolution <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the Agenda as amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Arena - Recognition of the 2013 Commissioners' Choice Awards <br />Frank Lapsley, Cabarrus Arena and Events Center General Manager, <br />presented the winners of the Commissioners' Select Awards as part of Cabarrus <br />County Schools Youth Art Month held in March at the Arena. This year's <br />winners are: Lorelei Richards, A.T. Allen Elementary School; Melina <br />Esquivel- Hernandez, Harold E. Winkler Middle School; and Brennen Moody, Jay <br />M. Robinson High School. The students described the mediums used to create <br />their artwork and responded to questions from the Board. Mr. Lapsley <br />recognized Pam Sossamon, Cabarrus Arena and Events Center Director of Sales <br />and Marketing, in attendance, stating she coordinated with schools to help <br />select the winning artwork. He advised this is the third year of the <br />Commissioners' Choice Awards, each year three (3) new pieces of artwork are <br />added to the art gallery at the Arena. <br />(C -2) Planning and Development - Soil and Water Conservation District - <br />Recognition of Regional Conservation Contest Winners <br />Dennis Testerman, Senior Resource Conservation Specialist, recognized <br />the winners of the regional conservation essay, poster, PowerPoint and public <br />speaking contests. The theme for this year's contest was "Water... the Cycle <br />of Life ". In addition, he recognized two Envirothon teams that were in <br />attendance. He also recognized parents and teachers in attendance, and <br />thanked everyone for their support. <br />The Cabarrus Soil and Water Conservation District 2013 Regional Contest <br />Winners are: <br />22nd Annual Poster Contest <br />Third Grade <br />2nd place: Elijah Cifisco, .ack_son Park Elementary, Teacher - Georgar_n Sapp <br />Fourth Grade <br />2nd p ace: Lar_ev Gragg, Jackson P-= - ementary, Teacher - Georgann Sapp <br />Fifth Grade <br />1st. place: biga'.
