May 6, 2013 (Work Session) Page 1520 Len Witke, Cabarrus County Schools (CCS), stated the consultant visited the planetarium at Central Cabarrus High School, but his report has not been completed. He advised staff was recommended to visit a facility in Salisbury which has an identical unit with several upgrades that are being considered for the Central Cabarrus High School Planetarium. A discussion ensued. During discussion, Mr. Witke responded to questions from the Board. Kelly Kluttz, CCS Finance Director, was also in attendance. County Manager - NCACC Legislative Video Report Note: This item was moved to the May 20, 2013 regular meeting. Discussion Items For Action at May 20, 2013 Meeting Planning and Development - Soil and Water Conservation District - Proposed Terms for a Stream Restoration Project on Back Creek Dennis Testerman, Senior Resource Conservation Specialist, presented the following information relating to a request for proposed terms for a stream restoration project on Back Creek: The Cabarrus Soil and Water Conservation District (CSWCD) Board and Mogensen Mitigation, Inc. have an agreement whereby CSWCD will identify potential sites for stream restoration and wetland mitigation projects, provide technical assistance and hold conservation easements associated with completed projects. CSWCD has identified a potential project on Back Creek in Harrisburg that includes the stream buffer on the campuses of Hickory Ridge Middle School and Hickory Ridge High School owned by Cabarrus County and the Cabarrus County Board of Education, respectively. CSWCD will submit a proposed project budget to the Board of Commissioners for approval if the project further materializes. Mr. Testerman and Jeremy Poplawski, Environmental Scientist, Mogensen Mitigation, Inc., responded to questions from the Board. In regards to the proposed agreement, Mr. Testerman stated the agreement did not attach to the agenda item and advised he would promptly provide it to the Board. Chairman Poole advised, after Board members review the agreement, to submit questions to Mr. Testerman in preparation for the regular meeting. BOC - Discussion Concerning a Charlotte Regional Airport Authority (Tabled from April) The Board generally discussed a Charlotte Regional Airport. It was the consensus of the Board to wait for the final draft of the legislation before taking a position. BOC - Resolution Relating to Second Amendment Rights (Tabled from April) Chairman Poole requested comments from Board members relating to a resolution relating to Second Amendment rights. Commissioner Burrage expressed support for the resolution, as drafted by the county attorney, and recommended the item be placed on the Consent Agenda. County Manager - Approval of Salary of the Newly Appointed Board of Elections Director per NCGS 163 -35(c) Giles Moss, Chairman of the Cabarrus County Board of Elections, commended retiring Board of Elections Director, Linda Grist, and presented the following information relating to approval of the salary for the newly appointed Board of Elections Director: Linda Grist, Elections Director, will be retiring, effective June 30, 2013. Pursuant to NCGS 163 -35 (a) , in the event of a vacancy, the County Board of Elections shall submit a recommendation to the Executive Director of the State Board of Elections, who shall issue a letter of appointment to the selected candidate. The appointment letter was received April 18, 2013, approving Ms. Carol Link Soles as the new Elections Director, effective July 1, 2013. The Board of Elections has offered a starting salary of $56,681.81 per NCGS 163 -35 (c).
