May 6, 2013 (Work Session) Page 1520 <br />Len Witke, Cabarrus County Schools (CCS), stated the consultant visited <br />the planetarium at Central Cabarrus High School, but his report has not been <br />completed. He advised staff was recommended to visit a facility in Salisbury <br />which has an identical unit with several upgrades that are being considered <br />for the Central Cabarrus High School Planetarium. <br />A discussion ensued. During discussion, Mr. Witke responded to <br />questions from the Board. Kelly Kluttz, CCS Finance Director, was also in <br />attendance. <br />County Manager - NCACC Legislative Video Report <br />Note: This item was moved to the May 20, 2013 regular meeting. <br />Discussion Items For Action at May 20, 2013 Meeting <br />Planning and Development - Soil and Water Conservation District - Proposed <br />Terms for a Stream Restoration Project on Back Creek <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information relating to a request for proposed terms for a <br />stream restoration project on Back Creek: <br />The Cabarrus Soil and Water Conservation District (CSWCD) Board <br />and Mogensen Mitigation, Inc. have an agreement whereby CSWCD <br />will identify potential sites for stream restoration and wetland <br />mitigation projects, provide technical assistance and hold <br />conservation easements associated with completed projects. CSWCD <br />has identified a potential project on Back Creek in Harrisburg <br />that includes the stream buffer on the campuses of Hickory Ridge <br />Middle School and Hickory Ridge High School owned by Cabarrus <br />County and the Cabarrus County Board of Education, respectively. <br />CSWCD will submit a proposed project budget to the Board of <br />Commissioners for approval if the project further materializes. <br />Mr. Testerman and Jeremy Poplawski, Environmental Scientist, Mogensen <br />Mitigation, Inc., responded to questions from the Board. In regards to the <br />proposed agreement, Mr. Testerman stated the agreement did not attach to the <br />agenda item and advised he would promptly provide it to the Board. <br />Chairman Poole advised, after Board members review the agreement, to <br />submit questions to Mr. Testerman in preparation for the regular meeting. <br />BOC - Discussion Concerning a Charlotte Regional Airport Authority (Tabled <br />from April) <br />The Board generally discussed a Charlotte Regional Airport. It was the <br />consensus of the Board to wait for the final draft of the legislation before <br />taking a position. <br />BOC - Resolution Relating to Second Amendment Rights (Tabled from April) <br />Chairman Poole requested comments from Board members relating to a <br />resolution relating to Second Amendment rights. <br />Commissioner Burrage expressed support for the resolution, as drafted <br />by the county attorney, and recommended the item be placed on the Consent <br />Agenda. <br />County Manager - Approval of Salary of the Newly Appointed Board of Elections <br />Director per NCGS 163 -35(c) <br />Giles Moss, Chairman of the Cabarrus County Board of Elections, <br />commended retiring Board of Elections Director, Linda Grist, and presented <br />the following information relating to approval of the salary for the newly <br />appointed Board of Elections Director: <br />Linda Grist, Elections Director, will be retiring, effective June <br />30, 2013. Pursuant to NCGS 163 -35 (a) , in the event of a <br />vacancy, the County Board of Elections shall submit a <br />recommendation to the Executive Director of the State Board of <br />Elections, who shall issue a letter of appointment to the <br />selected candidate. The appointment letter was received April <br />18, 2013, approving Ms. Carol Link Soles as the new Elections <br />Director, effective July 1, 2013. The Board of Elections has <br />offered a starting salary of $56,681.81 per NCGS 163 -35 (c). <br />
