The following <br />issues were addressed: the process for appointing the Board of Elections <br />director; the qualifications of the new Board of Elections Director; the pay <br />scale for the Board of Director's position; the appointment of the new Board <br />of Elections members in July; etc. <br />County Manager - Cabarrus -Rowan Metropolitan Planning Organization Memorandum <br />of Understanding <br />Jonathan Marshall, Deputy County Manager, presented a request to <br />approve the Cabarrus -Rowan Metropolitan Planning Organization (MPO) <br />Memorandum of Understanding (MOU) . He addressed the following information: <br />Cabarrus County is a member of the Cabarrus -Rowan MPO, a regional <br />transportation planning group; members have been added to the MPO, <br />necessitating an updated MOU; the MOU has been approved by the staff - level <br />committee as well as the elected - level committee; both committees unanimously <br />recommend the MOU and it has already been adopted by some of the member <br />governments; the MOU will be considered for adoption by each of the member <br />governments and then circulated for signatures. <br />Chairman Poole advised the MOU is updated with new members and also <br />designates the City of Concord as the lead planning organization. <br />County Manager - Convert Board - Approved Leave Share Policy to an <br />Administrative Policy <br />Pam Dubois, Deputy County Manager, presented the following information <br />relating to a request to convert the Board - approved Leave Share Policy to an <br />Administrative Policy: <br />On January 18, 1994, the Board approved the last revision to the <br />Leave Share Policy (a policy that allows employees to donate <br />vacation time to a bank where employees in need can receive <br />extended sick leave based on criteria tied to an extended medical <br />condition). This policy is administrative in nature and needs <br />flexibility for modification as operational changes occur. It <br />would be beneficial to management if this policy were converted <br />from a Board - approved policy to an administrative policy, subject <br />to change at the county managers' discretion. <br />Mike Downs, County Manager, advised several policies were converted <br />when the Personnel Policy was revised. He explained how the policy works and <br />benefits employees. He and Ms. Dubois also responded to questions from the <br />Board. <br />County Manager - Creation of the Human Services Agency <br />County Manager Mike Downs stated this is the beginning of the last step <br />to formally create the Human Services Agency. He advised a public hearing is <br />needed to: 1) consider abolishing the Department of Social Services Board; 2) <br />consider creating a "Consolidated" Human Services Agency, consisting of the <br />Departments of Social Services, Transportation and Aging; and 3) consider the <br />Board of Commissioners assuming the governing responsibilities of the Social <br />Services Board, as the Human Services Board. He advised the appointment of a <br />Human Services Advisory Board will be considered at a future date. He <br />requested the Board suspend its Rules of Procedures to schedule the public <br />hearing for the June 17, 2013 Board of Commissioners' meeting in order to meet <br />the required thirty -day notice. He also responded to a variety of questions <br />from the Board. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Morris and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Morris and <br />unanimously carried, the Board scheduled a public hearing for June 20, 2013 for <br />the discussion and consideration of creating a Human Services Agency and other <br />related aspects of that agency as authorized by NCGS 143A- 77(a). <br />Note: The meeting date was incorrect in the motion and was amended by <br />another motion after the following Agenda item. <br />County Manager - NCDOT Request for Purchase of Construction Easement <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to a North Carolina Department of Transportation request <br />for purchase of a construction easement: <br />
