May 6, 2013 (Work Session) Page 1523 <br />Finance - General Obligation Bonds Refunding Results <br />Ann Wilson, Finance Director, reported the Series 2005 and 2006 General <br />Obligation bonds were refunded on April 25, 2013 and will close on May 15, <br />2013. She advised the refunding produced a Net Present Value Savings to the <br />County of $5,522,530.00 (8.4 percent). She also responded to questions from <br />the Board. <br />General Services - Cabarrus County Construction and Demolition Landfill - <br />Proposed Public /Private Compost Operation <br />Kevin Grant, Sustainability Manager, presented information relating to <br />a proposed public /private compost operation and Memorandum of Understanding <br />(MOU) between Cabarrus County and Agromatters, LLC. The proposed <br />public /private compost operation would be located at the Cabarrus County <br />Construction and Demolition Landfill. He also reviewed the following map: <br />Mr. Grant and Ron Gilkerson, Agromatters, LLC, responded to questions <br />from the Board. Kyle Bilafer, General Services Director, was also in <br />attendance. <br />Planning and Development - Bostian Fisher Road Right -of -Way Abandonment <br />Lee Snuggs, E911 Addressing Coordinator, presented the following <br />information relating to the abandonment of a portion of the right -a -way of <br />Bostian Fisher Road: <br />The Board of Commissioners adopted resolution 2012 -14 on <br />September 17, 2012, to begin the process of abandoning a portion <br />of Bostian Fisher Road. One December 10, 2012, the North <br />Carolina Department of Transportation (NCDOT) agreed to the <br />abandonment of a portion of Bostian Fisher Road. The next step is <br />for the Board of Commissioners to hold a public hearing and adopt <br />a resolution to officially abandon a portion of the right -of -way <br />of Bostian Fisher Road. <br />Mr. Snuggs clarified that the right -of -way abandonment was requested by <br />a resident of Bostian Fisher Road, that signs were posted and residents were <br />notified.
