May 20, 2013 (Regular Meeting) Page 1526 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 20, 2013, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Girl Scout Troop 760 from Cold Springs United Methodist Church in <br />Concord conducted the Flag Ceremony. Scouts participating were: Lillie <br />Rogers, Zoe Jackson, Mary Beth Floyd, Mikayla Miller, Janiya Davis, Kimayah <br />Burke, Riley Hughs and Janaiya Cox. <br />Rabbi Barbara Thiede from Temple Or Clam delivered the invocation. <br />Chairman Poole recognized Girl Scout Troop 403 from Kimball Lutheran <br />Church in Kannapolis observing the meeting as a requirement for a merit <br />badge. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of March 4, 2013 <br />(Work Session), March 18, 2013 (Special Meeting) and March 18, 2013 (Regular <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Appointments to Boards and Committees <br />H -4 Appointments - Harrisburg Fire Advisory Board <br />H -5 Appointments and Removals - Juvenile Crime Prevention Council <br />Reports <br />I -3 Human Services - Department of Human Services Quarterly Report for <br />January 2013 - March 2013 <br />I -8 Register of Deeds - lst Quarter Records Report <br />Closed Session <br />L -1 Closed Session - Personnel Matter (s) & to Consult with the County <br />Attorney <br />Supplemental Information: <br />G -4 Finance - General Obligation Bonds Refunding Results and Budget <br />Amendment <br />• Summary of Refunding Results <br />Removed: <br />BOC - Discussion Concerning a Charlotte Regional Airport Authority (Tabled <br />from April) <br />• Removed to a future date. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Memorial Day Proclamation <br />Chairman Poole read the Memorial Day Proclamation aloud. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the following proclamation: <br />
