May 20, 2013 (Regular Meeting) Page 1527 <br />Proclamation No. 2013 -10 <br />MEMORIAL DAY 2013 PROCLAMATION <br />WHEREAS, across this great country, Americans will join together on May <br />27, 2013 to honor our fallen heroes of the United States Armed Forces; and <br />WHEREAS, Memorial Day was first proclaimed a national holiday in 1868 <br />to pay homage to those who answered the call to defend the principles on <br />which our nation was founded; and <br />WHEREAS, throughout the course of generations, both at home and on <br />foreign soil, men and women in uniform have sacrificed for the promise of <br />freedom, the preservation of our values and the ideals of democracy; and <br />WHEREAS, men and women in uniform have paid for our liberty with their <br />lives, we hold in remembrance their selflessness with deepest honor and <br />respect, and are indebted to their memories for the valiant and honorable <br />path of service they followed; and <br />WHEREAS, on this day, we share in sorrow with and express our support <br />to the families, who have also sacrificed greatly for fellow citizens, as <br />they gave up their sons and daughters to serve our country and to search for <br />a day when peace will abound. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners do hereby proclaim Memorial Day, May 27, 2013, in recognition <br />of the men and women in uniform who have made the supreme sacrifice, and <br />further urge all citizens to pause for a moment of silence at noon on May 27, <br />2013 to honor and to reflect on the memory of our fallen heroes of the United <br />States Armed Forces. <br />Adopted this the 20th day of May, 2013. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />/s/ Megan Smit <br />Megan Smit, Clerk to the Board <br />(C -2) County Manager - NCACC Legislative Video Report <br />At the request of the North Carolina Association of County <br />Commissioners (NCACC), the Board viewed a legislative video update. <br />(D) INFORMAL PUBLIC COId4ENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:47 <br />p.m. She stated each speaker would be limited to three minutes. <br />Cary Gluf, resident of 181 Glendale Avenue SE in Concord and teacher at <br />Hickory Ridge High School, spoke in opposition of the resolution relating to <br />Second Amendment rights being considered on the Agenda. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) BOC - Resolution Relatinq to Second Amendment Riqhts (Tabled from <br />April) <br />The Board of Commissioners reviewed a resolution adopted by Beaufort <br />County, NC at the March 4, 2013 work session. Resulting from the work <br />session discussion, the Commission requested the county attorney aid in <br />drafting a statement supporting Second Amendment rights. This item was <br />tabled from the April work session to May. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the following resolution: <br />
