May 20, 2013 (Regular Meeting) Page 1547 (H -4) Appointments - Harrisburg Fire Adviso Board Appointments are needed for the Harrisburg Fire Advisory Board. Kenny Long has submitted an application to serve on the Harrisburg Fire Advisory Board. Graydon Choinski is willing to serve another term. An exception to the "length of service" provision of the Appointment Policy will be needed for him. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board appointed Kenny Long to the Harrisburg Fire Advisory Board for a two -year term ending July 1, 2015. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board reappointed Graydon Choinski to the Harrisburg Fire Advisory Board for a two -year term ending July 1, 2015; including an exception to the "length of service" provision of the Appointment Policy. (H -5) Appointments and Removals - Juvenile Crime Prevention Council (JCPC) Resignations have been received from Dawn Thomas "At- large" and Felicia Wilson "At- large ". The JCPC voted at its May 15, 2013 meeting to appoint Connie Philbeck to fill the "At- large" position vacated by Ms. Thomas including an additional 2 -year term ending June 30, 2015. The Council also voted to move Michelle Wilson "Local Health Director /designee" to complete the unexpired "At- large" position vacated by Mark Antoszyk in April. The terms for Carolyn Carpenter and Judge Brent Cloninger end June 30, 2013. Both are willing to serve another term. An exception to the "length of service" provision of the Appointment Policy will be needed for Ms. Carpenter. UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage and unanimously carried, the Board appointed Connie Philbeck to the JCPC as an "At- large" representative to complete an unexpired term including an additional two -year term ending June 30, 2015. UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage and unanimously carried, the Board appointed Michelle Wilson to the JCPC ass an "At- large" representative to complete an unexpired term ending June 30, 2014. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board reappointed Carolyn Carpenter to the JCPC as a "United Way /Other Non- Profit" representative and Judge Brent Cloninger as the "Chief District Court Judge /Designee: representative for two -year terms ending June 30, 2015; including an exception to the "length of service" provision of the Appointment Policy for Ms. Carpenter. UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage and unanimously carried, the Board removed Dawn Thomas and Felicia Wilson from the JCPC roster and thanked them for their service. (I) REPORTS (I -1) Cardinal Innovations Healthcare Solutions - 3 rd Quarter FY 2013 Dashboard Report for Mental Health, Intellectual /Developmental Disabilities, and Substance Abuse Services The Board received the 3 rd Quarter FY 2013 Dashboard Report for Mental Health, Intellectual /Developmental Disabilities, and Substance Abuse Services for informational purposes as part of the Agenda. No action was required of the Board. The report included the following information: • Cabarrus County Funding • Number of Consumers Served by Funding • Registry of Unmet Needs for Cabarrus County • Number of Consumers Served and Expenses by Service Category • Provider Information for Cabarrus County • Detailed Services by Provider and Number of Consumers Served
