The Board of Elections has offered a starting salary of $56,681.81 per NCGS 163- 35(c). UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board approved the starting salary of appointed Board of Elections Director, Carol Link Soles, effective July 1, 2013 for the amount of $56,681.81 as authorized by NCGS 163- 35(c). (F -3) County Manager - Cabarrus -Rowan Metropolitan Planning Organization Memorandum of Understanding The Cabarrus -Rowan Metropolitan Planning Organization (MPO) has updated the Memorandum of Understanding for member governments of the regional group. It has been recommended for approval by both the elected level committee (Transportation Advisory Committee) and staff level committee (Technical Coordinating Committee). UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board approved the Cabarrus -Rowan MPO Memorandum of Understanding and authorized the Chair of the Board of Commissioners to execute the agreement. (F -4) County Manager - Convert Board- Approved Leave Share Policy to an Administrative Policy On January 18, 1994, the Board approved the last revision to the Leave Share Policy (a policy that allows employees to donate vacation time to a bank where employees in need can receive extended sick leave based on criteria tied to an extended medical condition). This policy is administrative in nature and needs flexibility for modification as operational changes occur. It would be beneficial to management if this policy were converted from a Board - approved policy to an administrative policy, subject to change at the county managers' discretion. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board approved changing the Leave Share Policy from a Board - approved policy to an administrative policy. (F -5) County Manager - NCDOT Request for Design /Construction Agreement Resolution The Division 10 Staff of the North Carolina Department of Transportation (NCDOT) have requested a resolution from the Board of Commissioners requesting a design and construction agreement for the extension of Raging Ridge Road and the construction of a new bridge. The resolution outlines basic terms for design responsibility, construction oversight and project funding. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White and unanimously carried, the Board adopted the following resolution: Resolution No. 2013 -08 RESOLUTION REQUESTING NCDOT TO ENTER AN AGREEMENT CONCERNING THE RAGING RIDGE ROAD AND BRIDGE PROJECT WHEREAS, the Cabarrus County Board of Commissioners wish to improve ingress and egress from Hickory Ridge High and Middle Schools; and WHEREAS, the Cabarrus County Board of Commissioners and Board of Education previously indicated support for the Raging Ridge Road extension and bridge project, and requested N.C. Department of Transportation assistance; and WHEREAS, the N.C. Department of Transportation has committed to assistance through the Division office and discretionary money approved by the Legislature, and Cabarrus County has committed to provide funding for the remainder of the project; and WHEREAS, the Board of Commissioners would like for this project to move forward as expeditiously and efficiently as possible. NOW THEREFORE BE IT RESOLVED, that the Cabarrus County Board of Commissioners by this resolution, hereby asks the N.C. Department of Transportation to enter into an agreement with Cabarrus County to complete design, oversee construction and jointly fund the Raging Ridge Road and bridge project.
