The Board of Elections has offered a starting salary of $56,681.81 <br />per NCGS 163- 35(c). <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the starting salary of appointed <br />Board of Elections Director, Carol Link Soles, effective July 1, 2013 for the <br />amount of $56,681.81 as authorized by NCGS 163- 35(c). <br />(F -3) County Manager - Cabarrus -Rowan Metropolitan Planning Organization <br />Memorandum of Understanding <br />The Cabarrus -Rowan Metropolitan Planning Organization (MPO) has updated <br />the Memorandum of Understanding for member governments of the regional group. <br />It has been recommended for approval by both the elected level committee <br />(Transportation Advisory Committee) and staff level committee (Technical <br />Coordinating Committee). <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the Cabarrus -Rowan MPO Memorandum <br />of Understanding and authorized the Chair of the Board of Commissioners to <br />execute the agreement. <br />(F -4) County Manager - Convert Board- Approved Leave Share Policy to an <br />Administrative Policy <br />On January 18, 1994, the Board approved the last revision to the Leave <br />Share Policy (a policy that allows employees to donate vacation time to a <br />bank where employees in need can receive extended sick leave based on <br />criteria tied to an extended medical condition). This policy is <br />administrative in nature and needs flexibility for modification as <br />operational changes occur. It would be beneficial to management if this <br />policy were converted from a Board - approved policy to an administrative <br />policy, subject to change at the county managers' discretion. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved changing the Leave Share Policy <br />from a Board - approved policy to an administrative policy. <br />(F -5) County Manager - NCDOT Request for Design /Construction Agreement <br />Resolution <br />The Division 10 Staff of the North Carolina Department of <br />Transportation (NCDOT) have requested a resolution from the Board of <br />Commissioners requesting a design and construction agreement for the <br />extension of Raging Ridge Road and the construction of a new bridge. The <br />resolution outlines basic terms for design responsibility, construction <br />oversight and project funding. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2013 -08 <br />RESOLUTION REQUESTING NCDOT TO ENTER AN AGREEMENT <br />CONCERNING THE RAGING RIDGE ROAD AND BRIDGE PROJECT <br />WHEREAS, the Cabarrus County Board of Commissioners wish to improve ingress <br />and egress from Hickory Ridge High and Middle Schools; and <br />WHEREAS, the Cabarrus County Board of Commissioners and Board of Education <br />previously indicated support for the Raging Ridge Road extension and bridge <br />project, and requested N.C. Department of Transportation assistance; and <br />WHEREAS, the N.C. Department of Transportation has committed to assistance <br />through the Division office and discretionary money approved by the <br />Legislature, and Cabarrus County has committed to provide funding for the <br />remainder of the project; and <br />WHEREAS, the Board of Commissioners would like for this project to move <br />forward as expeditiously and efficiently as possible. <br />NOW THEREFORE BE IT RESOLVED, that the Cabarrus County Board of Commissioners <br />by this resolution, hereby asks the N.C. Department of Transportation to <br />enter into an agreement with Cabarrus County to complete design, oversee <br />construction and jointly fund the Raging Ridge Road and bridge project. <br />
