May 29, 2013 (Recessed Meeting) Page 1559 <br />A brief discussion ensued regarding the proposed T8 lighting upgrades <br />with Mr. Wiike responding to questions from the Board. <br />Commissioner Burrage advised increased savings could be realized by <br />transitioning to LED lighting. <br />Vice Chairman White advised handling the lighting project as a series <br />of phases, with subsequent phases being financed by the return on initial <br />investment. <br />Dr. Shepherd and Ms. Kluttz responded to questions regarding proposed <br />salary and retirement increases, Arts Council funding, the hiring of teachers <br />versus teacher assistants and technology funding. Dr. Shepherd also provided <br />an overview of the services offered by the school system under the McKinney - <br />Vento Homeless Assistance Act. <br />A lengthy discussion ensued regarding projected enrollment for the <br />upcoming school year, charter school funding and state versus local funding. <br />Dr. Shepherd and Ms. Kluttz responded to a variety of questions from the <br />Board. <br />Ann Wilson, Finance Director, also responded to questions related to <br />funding for school nurses. <br />Break <br />p.m. <br />The Board took a short break at 7:26 p.m. The meeting resumed at 7:40 <br />General Discussion <br />The Board generally discussed the Rowan - Cabarrus Community College <br />(RCCC), Kannapolis City Schools (KCS) and Cabarrus County Schools (CCS) FY14 <br />budget requests. Mike Downs, County Manager, Pam Dubois, Deputy County <br />Manager and Ann Wilson, Finance Director, responded to questions from the <br />Board. <br />Recess of Meeting <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage, <br />and unanimously carried, the meeting recessed at 8:42 p.m. until 4:00 p.m. on <br />Thursday, May 30, 2013 at the Governmental Center. <br />Megan Smi , Clerk to the Board <br />
