The <br />Public Hearing Notice was also posted on the County's website <br />( www.cabarruscounty.us ) on May 15, 2013 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Poole closed the public hearing. <br />Chairman Poole requested adoption of the Resolution of the Cabarrus <br />County Board of Commissioners Creating a Consolidated Human Services Agency <br />Which the Board of Commissioners will Govern and Related Actions. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2013 -12 <br />RESOLUTION OF THE CABARRUS COUNTY <br />BOARD OF COMMISSIONERS CREATING A CONSOLIDATED <br />HUMAN SERVICES AGENCY WHICH THE BOARD OF <br />COMMISSIONERS WILL GOVERN AND RELATED ACTIONS <br />WHEREAS, the Cabarrus County Board of Commissioners ( "Board ") and <br />Cabarrus County staff have spent considerable time analyzing and evaluating the <br />provision of services to the residents of Cabarrus County by the County's <br />existing Department of Transportation, its Department of Aging and its <br />Department of Social Services. <br />WHEREAS, this analysis and evaluation has led to the conclusion by the <br />Board that the provision of County transportation services, aging services and <br />social services can more effectively and economically be delivered if these <br />County departments were consolidated. <br />WHEREAS, part of the reason for this conclusion is that the existing <br />services presently provided by the Department of Transportation, the <br />Department of Aging and the Department of Social Services are complementary <br />and occasionally overlapping, so that having an integrated management and <br />serviceability structure would eliminate any overlap and better allow the <br />coordination of the services of these departments. <br />WHEREAS, the provision of N.C. Gen.
